Description & Requirements

On behalf of Department for Business and Trade Fair Work Agency, we are looking for a Recruitment Business Partner - (Inside IR35) for a 6-month contract working on a remote basis with occasional office travel to a local office when required


The Recruitment Business Partner will provide organisation-wide leadership for recruitment, workforce onboarding and key corporate systems across the Fair Work Agency.


Working closely with the Executive Leadership Team (ELT), the postholder will act as the Agency's strategic recruitment adviser, ensuring the organisation has the people, systems and processes required to deliver its objectives. The role will operate across all directorates and functions, leading end-to-end recruitment activity, managing critical business systems and overseeing the Agency's relationship with UK Shared Business Services (UKSBS) as payroll provider.


The postholder will drive continuous improvement, strengthen governance and ensure the Agency's recruitment, workforce and operational systems support growth, performance and delivery.


As a Recruitment Business Partner - (Inside IR35) your main responsibilities will be:

  • Lead the Agency's end-to-end recruitment function across all directorates, from workforce planning through to onboarding and mobilisation.
  • Act as the strategic Recruitment Business Partner to the Executive Leadership Team, advising on workforce strategy, organisational growth, recruitment risks and resourcing solutions.
  • Provide expert advice on Civil Service recruitment frameworks and ensure recruitment activity is compliant, effective and aligned to organisational priorities.
  • Lead recruitment across all engagement routes, including permanent appointments, fixed-term appointments, secondments, loans, interchange arrangements, contingent labour and specialist contractors.
  • Manage the Agency's relationship with UK Shared Business Services (UKSBS), ensuring effective payroll, onboarding and workforce administration services.
  • Own and oversee key corporate systems, ensuring they support organisational requirements and operational delivery.
  • Lead the management and continuous improvement of recruitment, workforce administration, health and safety, contract management and casework management systems.
  • Act as business owner for systems development, service improvements and transformation activity, working with internal stakeholders and suppliers.
  • Manage contracts and supplier relationships relating to recruitment services and corporate systems.
  • Develop performance reporting, management information and assurance arrangements for recruitment and business systems.
  • Ensure robust governance, data quality, auditability and compliance across all recruitment and systems activity.
  • Build strong relationships with senior leaders across the Agency and with external delivery partners to ensure effective and joined-up service delivery.

Essential Criteria

  • Strong stakeholder engagement and relationship-building skills
  • Experience working within the Public Sector
  • Experience and knowledge of compliance, governance and process adherence, ensuring services are delivered to a high standard.
  • Intermediate Excel skills
  • Experience using the Civil Service Jobs platform to manage recruitment activity.
  • Experience and knowledge of Civil Service principles
  • Proactive, organised and process-driven
