On behalf of the Cabinet Office, we are looking for a Pay Reward and Benefit Manager (Inside IR35) for a 3 month homebased contract.
The Infected Blood Compensation Authority (IBCA) was established on 24 May 2024, through the Victims and Prisoners Act 2024, and is a non-Crown Non-Departmental Public Body (NDPB) sponsored by Cabinet Office.
IBCA is responsible for delivering the Infected Blood Compensation Scheme, which will provide financial compensation to victims of the infected blood scandal on a UK-wide basis.

The IBCA Programme Delivery Team in Cabinet Office is responsible for delivering on workstreams which will enable IBCA to function as an employer independently from Cabinet Office. The Pay, Reward and Benefits Lead is a key role and you will contribute to IBCA’s success by ensuring that the pay and reward strategies and policies are in place to enable IBCA to attract, motivate, develop and retain the talent it needs to deliver for the victims of the infected blood
As a Pay Reward and Benefit Manager, your main responsibilities will be:
- Ensure the pay, reward and benefits team is prepared to deliver, or support the delivery of, IBCA’s first annual pay award cycle, gender, ethnicity and disability pay gap reports, the annual report and accounts, transparency reporting, freedom of information requests, and any relevant commissions.
- Be the pay, reward and benefits subject matter expert in the test and implementation phases of IBCA’s payroll provision
- As part of the implementation of IBCA’s approved pay arrangements, draft and secure approval for IBCA’s pay-related policies, processes and guidance with support from policy colleagues
- Operationalise job evaluation, including engagement with suppliers and organising training.
Essential:
- Experience of managing pay, reward and benefits in a large or complex organisation.
- Able to build and maintain strong and inclusive relationships with a wide range of stakeholders, and communicate, influence and negotiate to effect change, including in senior level meetings.
- Experience of managing and supporting multiple projects or initiatives concurrently, with an understanding of basic project management principles - with a well organised, proactive and enthusiastic approach
Desirable:
- CIPD Level 7
