On behalf of MHCLG, we are looking for a HR Project Manager (Inside IR35) until 31st March 2026 contract based REMOTELY.
The Ministry of Housing, Communities and Local Government (MHCLG) is a department dedicated to changing and improving lives in the UK. We support local governments and empower communities, by delivering safe, secure homes that people need. To make sure we deliver, we sponsor 14 arm’s length bodies, including Homes England, the Planning Inspectorate and HM Land Registry, which are critical to our mission.
Following the recommendations of the 2018 Hackitt Report and the introduction of the Building Safety Act 2022, the Building Safety Regulator (BSR) was established to improve building safety standards across the UK. Currently part of the Health and Safety Executive, the BSR is transitioning towards becoming a standalone body as part of plans for a Single Construction Regulator.
We are seeking an experienced HR Project Manager to play a pivotal role in shaping the HR foundations of this new organisation. This is an exciting opportunity to work on a high-profile transformation project that will impact the future of building safety regulation.
As a HR Project Manager, your main responsibilities will be:
- Support the HR Lead in all aspects of establishing the new organisation, including people transfer and organisational design.
- Lead HR projects across a wide range of activities, from policy development to problem-solving complex HR issues.
- Manage procurement and implementation of HR systems and processes to ensure efficiency and compliance.
- Develop and draft HR policies and proposals, including learning and development strategies.
- Engage with stakeholders across MHCLG, HSE, and the new BSR team, building strong relationships at all levels.
- Deputise for the HR Lead, including trade union engagement and drafting board papers.
Essential:
- Strong HR generalist background with experience across the full HR lifecycle.
- Proven problem-solving ability, particularly in ambiguous or complex situations.
- Policy development expertise, including drafting and implementing HR policies.
- TUPE/COSoP experience and understanding of people transfer processes.
- Project management skills, with the ability to manage multiple priorities effectively.
- Excellent communication and relationship-building skills, confident working with senior stakeholders and trade unions.
