Description & Requirements
On behalf of IBCA, we are looking for a Economist (Inside IR35) for a 6 month contract based REMOTELY with an expectation to travel to the Newcastle office as and when required.
As a Economist, your main responsibilities will be:
- Lead development of the Economic Case in line with HM Treasury Green Book guidance, including cost‑benefit analysis and options appraisal.
- Contribute to full Five Case Model business cases (Strategic, Economic, Commercial, Financial, Management).
- Work closely with IBCA, Cabinet Office, and HM Treasury to support appraisal and assurance of business cases.
- Carry out efficiency and productivity analysis, including cost efficiency and value‑for‑money assessments
- Assess and articulate monetised and non‑monetised benefits, including wider social and economic impacts.
- Provide quality assurance on economic models and appraisals, ensuring robustness and compliance with professional standards.
- Deliver clear, evidence‑based advice to senior stakeholders to inform policy and investment decisions.
- Analyse and manipulate data using tools such as Excel, R, or SPSS to test assumptions and model scenarios.
- Collaborate with Finance, Commercial, Strategy and Governance teams to embed the economic case into procurement and delivery.
Essential:
- Proven experience delivering economic analysis to support policy or investment decisions
- Strong track record of developing HM Treasury Green Book‑compliant business cases, with examples approved by government
- Excellent stakeholder communication skills, able to translate complex economic concepts for non‑economists, including SCS‑level audiences.
- Degree in Economics or equivalent experience
Desirable:
- Public and private sector experience
