Description & Requirements

On behalf of HSE, we are looking for a Digital Learning Developer (Inside IR35) for a 6 month contract based REMOTELY with ad hoc office attendance possibly once every 2 months

As a Digital Learning Learning Developer, you will be responsible for designing, developing, and delivering engaging digital learning solutions across a variety of programmes and initiatives.

Working closely with stakeholders, subject matter experts, and learning teams, you will bring learning content to life through innovative eLearning, multimedia, and digital technologies.

You will champion best practice in learning design, accessibility, and learner experience while ensuring all content meets brand and quality standards.


As a Digital Learning Developer, your main responsibilities will be:


  • Design and develop engaging eLearning solutions using Articulate Storyline 360 and Rise 360.
  • Create innovative digital learning experiences that drive learner engagement and business performance.
  • Manage learning projects across the full learning lifecycle, from scoping and design through to deployment and evaluation.
  • Collaborate with stakeholders to identify learning needs and deliver learner-centric solutions.
  • Create and edit high-quality multimedia content, including video production using Camtasia, Adobe Creative Suite, and Premiere Pro.
  • Ensure all digital learning content complies with brand guidelines and quality standards.
  • Champion accessibility and implement learning solutions aligned with the latest WCAG standards.
  • Build and maintain SharePoint sites and automate processes using Power Automate.
  • Analyse learning data and utilise insights to improve learning effectiveness.
  • Develop and apply evaluation methodologies, including measuring ROI and ROE, to demonstrate learning impact.


Essential:


  • A proven track record in digital learning design and development.
  • Experience delivering creative learning solutions that drive continuous improvement and efficiency.
  • Strong knowledge of emerging digital learning technologies and learning trends.
  • Excellent stakeholder management and communication skills.
  • Experience managing L&D projects and programmes at both strategic and operational levels.
  • Strong organisational skills with the ability to manage competing priorities effectively.
  • Exceptional attention to detail and quality standards.
  • The confidence to work independently and make informed decisions.
  • Experience translating organisational objectives into practical and engaging learning solutions.
  • Proficiency with Learning Management Systems (LMS), ideally including platforms such as Docebo.
  • Strong data management and analysis skills.


Please be aware that this role can only be worked within the UK and not Overseas.
