Description & Requirements

On behalf of Homes England, we are looking for a Commercial Senior Specialist (Inside IR35) for a 6 months (Likely extension) contract based REMOTELY with occasional trips to London or Birmingham once per month

Following the publication of the government’s Levelling Up White Paper, Homes England has also been tasked with a core role in spearheading regeneration, partnering with places to reduce economic disparity, empower local leaders and create equal opportunities across the country to ensure communities reach their full potential.


This is an exciting opportunity to play a key role in shaping and delivering an innovative, compliant, and cost-effective commercial strategy across the Agency.

You’ll work at the heart of complex transformation activity, leading on the procurement of professional services and DDaT (including contingent labour) while influencing commercial best practice across the organisation.


As a Commercial Senior Specialist, your main responsibilities will be:


  • Lead the development of category strategies for professional services and DDaT using market insight to inform sourcing decisions
  • Own and evolve the procurement pipeline, working closely with stakeholders to anticipate and plan future demand
  • Deliver end-to-end public procurements, ensuring full compliance with legislation, policy, and governance frameworks
  • Act as a trusted commercial advisor, providing guidance and constructive challenge to stakeholders
  • Strengthen contract management practices, supporting performance tracking, governance, and supplier relationships
  • Maximise the use of frameworks and dynamic markets, including Crown Commercial Service and internal arrangements
  • Build commercial capability across the organisation through training, guidance, and knowledge sharing


Essential:


  • Strong experience in public sector procurement, particularly within professional services, DDaT or contingent labour
  • In-depth knowledge of UK procurement regulations and government commercial policies
  • Proven ability to develop category strategies and manage complex procurement pipelines
  • Excellent stakeholder management skills, with the confidence to influence and collaborate at all levels
  • Understanding of contract management and supplier performance frameworks
  • Strong analytical, communication, and problem-solving skills



Desirable:


  • Professional qualification in procurement or commercial management (e.g. CIPS Level 4+ or working towards)
  • Experience working within central government, an arm’s length body, or a regulated public sector environment
  • Familiarity with Crown Commercial Service frameworks, Dynamic Markets, or spend control processes
