Description & Requirements

On behalf of DWP, we are looking for a Commercial Finance Analyst for a 12 month (Inside IR35) contract based REMOTELY


The Department for Work and Pensions (DWP) is responsible for welfare, pensions, and child maintenance policy. As the UK’s biggest public service department, it administers the State Pension and a range of working age, disability and ill health benefits to around 20 million claimants and customers. Working with DWP, you will be helping us to drive our priorities to:


  • Help people to move into work and support those already in work to progress, with the aim of increasing overall workforce participation
  • Help people to plan and save for later life, while providing a safety net for those who need it now
  • Provide effective, efficient, and innovative services to the millions of claimants who rely on us every day, including the most vulnerable in society
  • Improve experience of our services while maximising value for money for the taxpayer.


You’ll be working in a small team of accountants providing advice to the Head of Commercial Finance, on the safe delivery of £bn’s worth of contracted services. You’ll support standardising the approach to commercial finance modelling activities across DWP’s major programmes including:


As a Commercial Finance Analyst, your main responsibilities will be:


  • Support the business achieve their objectives and drive value for money by providing commercial and commercial finance strategic direction. Being a proactive enabler through strong relationship management and critical financial analysis.
  • Provide Commercial with key financial support during complex contractual transitional changes which our commercial partners and market are currently undertaking.
  • Support the delivery of financial analysis and cost intelligence projects across high-value procurement activities together with assessing supplier financial viability.
  • Provide support for commercial finance engagement with stakeholders.
  • Provide specialist advice and guidance to stakeholders and the wider organisation - including payment models, investment, make or buy decisions, ‘should cost’, financial due diligence and contractual terms.
  • Advising stakeholders of Contractual financial risks and financial gap analysis including carrying out Financial Viability Risk Assessments.
  • Manage financial risk in accordance with the Outsourcing Playbook, ensuring early warning and effective mitigation strategies are in place to support the business
  • Contract/In-life Management – collaborate on the design of financial analysis during tender rounds and in-life contract management
  • Payment methodology and design – working with operational colleagues to support the design of robust and fair payment mechanisms to maximise successful outcomes, whilst managing risk and achieve value for money for the taxpayer.
  • Analyse and interpret supplier financial accounts as part of procurement activity and ongoing contract management to ensure suppliers have sufficient financial standing to safely deliver public services, including understanding application of IFRS (e.g. IFRS 15 Revenue from Contracts, IFRS 16 Leases)


Essential:


  • Financial analysis skills
  • Understanding of financial accounts and analysis techniques
  • Excellent collaboration and partnering skills.
  • Ability to analyse and interpret complex financial data and present in a concise easily understandable format.
  • Sound understanding of financial accounts including ratios and trend analysis to identify emerging risks with supplier financial position
  • Able to develop and maintain working relationships across team boundaries
  • Excellent communication skills, both oral and written.
  • Ability to work in a fast pace environment, to multi task and work across boundaries, demonstrating resilience.
