Our office is in central Reading. We offer flexibility in where you work and we’ll expect you to attend the office a minimum of two days a month. When you join us, we expect you to be in the office more frequently to settle into the TRA.

Job summary

 

This position will be based within the TRA's Corporate Services function, within which we are required to deliver our commercial procurement functions effectively and efficiently, inclusive of supplier management, commercial acumen, governance assurance mechanisms and service agreements with departments across the Civil Service. A range of services are provided through TRA contracts, such as Digital, Data, and Technology (DDaT) services, cyber security, events management, media monitoring, third-party data services, market intelligence, legal services, health and wellbeing services and leadership development.

Job description


As a Senior Commercial Advisor, you will be delivering the best possible commercial outcomes for the TRA. The postholder will be responsible for elements of the end-to-end aspects of the procurement process from market engagement and sourcing through to contract award.

 

Key Responsibilities

Managing a range of commercial projects.

Proactive engagement across key elements of the end-to-end commercial lifecycle, inclusive of pre-market engagement, sourcing and contract award.

Maintaining a procurement pipeline to support the need for commercial engagements to start in good time, ensuring that the full range of commercial options can be considered.

Help to assess and develop requirements to inform sourcing strategy to encourage strong competition and help secure best value for money.

Complying fully with public procurement law, TRA commercial procedures, policy, and governance assurance processes.

Utilise Information Technology tools effectively to manage and track procurement activities.

Proactively lead, support and challenge stakeholders throughout the commercial lifecycle.

Understand the TRA's goals and objectives to inform and deliver the commercial strategy.

Strong procurement capability: Ability to deliver value for money while ensuring full compliance with public procurement law and organisational procedures.

Effective stakeholder management: Ability to utilize strong leadership skills to lead, support and challenge stakeholders throughout the commercial lifecycle.

Analytical and strategic thinking: Ability to assess requirements and evaluate commercial options.

Excellent planning and organisational skills including maintaining procurement pipelines and managing multiple commercial projects simultaneously.

Clear and confident communication skills: Able to explain commercial approaches, influence decision-making, and support cross-team working.


Adaptability and resilience: Ability to work flexibly and respond effectively to competing priorities and a fast-paced workload.

Essential Experience

·      Experience of carrying out procurements using a wide range of different routes to market, including utilising Government Frameworks.

·      Experience of managing procurement across the entire commercial lifecycle, from early market engagement through to contract award.

·      Working knowledge of Public Contract Regulations 2015 and Procurement Act 2023, and how they apply in day-to-day commercial activity.

·      Experience using digital tools to support procurement delivery, including software such as Microsoft Office, Excel, Word, and DocuSign.

·      Leadership skills.

 

Desirable Qualifications (not essential)

CIPS Foundation qualification and/or full MCIPS qualification
