AMS PSR

On behalf of Students Loans Company, we are looking for x2 Commercially Officers (Inside IR35) for a 6 month remote contract.

As a Commercial Officer, your main responsibilities will be:

• This role will focus on day-to-day procurement activity of progressing ITT, specification development, publication, evaluation and award processes
• Develop and deliver effective and compliant Strategic Procurement activity through SLC three phase approach; Plan, Define and Procure. This includes, market engagement, assessment of route to market and approvals processes
• Ensure the relevant policies and regulations are understood by stakeholders and adhered to.
• Ensure Commercial activity is undertaken with the parameters of relevant spend controls and approvals required
• Work with the Commercial Manager & Commercial Business Partner to ensure alignment of commercial activity, providing support and updates on progress as necessary
• Highlight areas of concern in relation to commercial activity with key stakeholders. Understand the interdependencies of the SLC business area and support development of the wider organisation to increase commercial awareness.

Essential:

• Knowledge of The Public Contract Regulations 2015 and PA 2023.
• Experience of working in a Public Sector procurement environment and applying Procurement Regulations; identifying changes in business needs and understanding complexity within commercial decision making.
• Experience in working in a matrix environment.
• Experience of public sector over threshold commercial activity
• Good commercial knowledge required to develop commercial strategies, leveraging data analysis with market knowledge and engagement to deliver successful VfM.
• Knowledge and experience in interpreting contractual arrangements, managing controls and approvals processes, robust record keeping.
• Knowledge of using procurement regulations, processes and tools to deliver tailored contracts with robust KPIs and SLAs to monitor and manage performance
• Strong written and verbal communication skills.
• High attention to detail and accuracy skills; Ability to deliver to strict deadlines and targets
• Ability to identify risk and apply mitigations relative to strategic procurement and contract management.
• End to end frameworks-ccs-Scottish government frameworks 

Desirable:

• End to end procurement within technology
