On behalf of DVSA we are looking for a Strategic Resourcing Lead (Inside IR35) for a 6 month contract on a hybrid basis (2-3 days) from Nottingham, Swansea, Leeds, Bristol, Newcastle upon Tyne offices
DVSA is embarking on a major shift in how we deliver our key services, we are committed to become more customer focussed and building a continuous improvement culture which means listening to what the users of our services want and involving everyone in designing our services to be easy to access and use and constantly improving. The role of the People Directorate in enabling the shift is vital. We need to attract, recruit and retain the best talent available to deliver quality services to our customer. This role will be key to supporting managers to do this.
The Strategic Resourcing Lead will head a project to investigate and identify opportunities to improve our attraction and recruitment approaches and processes for managers and for applicants. They will help the resourcing team create and realise the long-term vision for our resourcing service to meet our customer needs and maximise the use of resourcing technologies to their benefit. They will ensure we have implementation plans to build a sustainable resourcing centre of expertise and deliver improved resourcing outcomes for our managers as well as improving the experience of applicants.
The initial focus will be on improving our approach to sourcing, selecting and onboarding Driving Examiners but we will hopefully find some transferrable opportunities to help our overall resourcing approach.
They will work with the Head of Inclusion, Resourcing and Talent Acquisition in the development, implementation and monitoring of an improvement plan to include candidate pipelines, attraction, assessment, on-boarding, retention, redeployment, entry level schemes, apprenticeships and forecasting.
Responsibilities:
- Leading a project team of resourcing experts to review our current practices and identify opportunities to improve our effectiveness in attracting high quality talent.
- Develop and plan the implementation of resourcing strategies appropriate to the Driver Examiner role
- Identify opportunities for DVSA to build relationships and alliances with internal and external practitioners and networks to scan for emerging trends, innovations, current best practice and to understand the external HR and business sector. Use this intelligence to develop strategic resourcing strategies.
- Develop attraction and resourcing approaches which enable DVSA managers to recruit the best candidates for roles, supporting our SWFP, Talent, Apprenticeship, EDI and social mobility ambitions.
- Review and improve our use of resourcing and people analytics to help DVSA recruiting managers make informed resourcing decisions leading to improved resourcing outcomes and the experience of applicants.
- Review the services of our third-party providers and their systems and recommend opportunities for improvements
- Explore technological opportunities for supplementing and augmenting our resourcing activity to it speed up and improve the experience for recruiters and candidates.
- Make clear and workable recommendations for improvement and develop the associated change plan to help stakeholders adopt the changes.
Skills and Experience
- Deep understanding of latest practice in attraction and resourcing in a diverse multi-functional organisation
- Well proven experience of developing successful resourcing strategies for hard to fill roles
- Understanding of the Civil Service resourcing landscape.
- Has delivered change / improvement programmes, including stakeholder management leading sustained recruitment outcomes.
- Experience as a Senior Leader working across multi-disciplinary teams and disperse locations to deliver good outcomes for customers and value for money.
- Naturally curious and open to explore alternative views
Essential
- Up to date knowledge of current Resourcing and Recruitment trends
- Understanding of Civil Service recruitment
- Analytical and have experience of making cases for improvement
- Stakeholder engagement experience
Desirable
- Public Sector Experience
- OLEO knowledge
- MCIPD or equivalent
