On behalf of HM Treasury, we are looking for a Corporate Contracts Manager - Inside IR35 for a 6 month contract working on a Hybrid basis (3 days per week in Norwich or London office and remaining WFH)

About the Team
Within the wider Financial Operations unit, you will be part of a small but high impact team responsible for the procurement, delivery, and ongoing management of key corporate contracts. These include corporate travel and accommodation, venue hire and events, and contingent labour arrangements that support HMT’s day to day operations.

In this role, you will work closely with both the HMT Commercial Team and the Crown Commercial Service (CCS).
The HMT Commercial Team is a small, collaborative team responsible for procuring all goods and services for HMT. It sits within the Cabinet Office HM Treasury (COHMT) Commercial Directorate. As part of their remit, they support the Financial Operations business unit in re procuring key Corporate Services contracts for the department — including Travel, Vehicle Hire, Contingent Labour, Stationery, Procurement Cards, and more.
CCS typically acts as HMT’s procurement arm for high value procurements, and their involvement is determined by the agreed commercial strategy. When engaged, the business unit is assigned a Procurement Lead from CCS who will guide and support the team throughout the procurement process.
Please note:
CTC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.
The main duties and responsibilities of the Corporate Contracts Manager would be to:
- Conduct commercial and procurement activities in accordance with the Public Contracts Regulations (PCR), the Sourcing Playbook, Government Commercial Function guidance, and HMT commercial policies and procedures.
- Ensure all activity is compliant, auditable and appropriately documented.
- Lead the re-procurement of the corporate contract, primarily travel
- Work with the HMT Commercial team and Crown Commercial Service (CCS) to design and run the competitive tender process, including development of the commercial strategy, route to market and timetable.
- Draft and refine tender documentation (e.g. specifications, evaluation criteria, pricing schedules, contract terms, and call off documentation where relevant).
- Lead the bid evaluation process, including evaluation planning, moderation, ensuring consistency with published evaluation methodology, and preparation of recommendation reports for approval.
- Manage supplier clarifications and communications during the procurement in line with procurement rules and CCS requirements.
- Lead the transition from the incumbent supplier to the new supplier, including defining and overseeing mobilisation plans, readiness criteria and timelines.
- Develop and implement a clear communication and engagement strategy for the whole department, including key users and stakeholders impacted by the new travel solution.
- Manage exit from the current contract, ensuring continuity of service, effective handover, and that all exit obligations are discharged (e.g. data, systems, assets, knowledge transfer).
- Identify and manage transition risks, issues and dependencies, escalating where necessary.
- Provide hands-on commercial support to other priority procurements and contracts in the department, as required, across the full commercial lifecycle (planning, procurement, mobilisation, delivery, exit).
- Strengthen contract management practices, including setting and tracking KPIs, SLAs and performance measures, and helping contract managers to address under performance.
- Promote good practice in supplier relationship management, including regular performance reviews, risk management and continuous improvement activity.
- Work collaboratively with internal stakeholders (policy, finance, HR, IT, security, legal and others) to ensure commercial solutions meet business needs and are deliverable.
Essential:
- Proven experience managing large scale corporate service contracts (ideally travel or similar corporate services such as FM, HR services, or professional services).
- Demonstrable experience of running or supporting public sector procurements, ideally within central government or the wider public sector.
- Strong, up to date knowledge of public procurement law and commercial legislation (e.g. PCR and contract law principles).
- Experience of leading or materially contributing to:
- Procurement strategy and route to market decisions
- Bid evaluation and supplier selection
- Contract negotiation and award
- Contract mobilisation, transition, and contract exit
- Strong commercial, contract and financial literacy, including:
- Understanding of pricing models, cost drivers and value for money analysis
- Ability to interpret and draft contractual terms, SLAs and KPIs
- Ability to analyse commercial and performance data and draw out insights
- Hands on experience supporting the full commercial lifecycle:
- Procurement design and documentation
- Contract mobilisation and service transition
- In life contract management and supplier performance management
- Contract variation, extension, exit and transition to new suppliers
- Proficient in using standard office tools (e.g. Excel for analysis, PowerPoint/Word for reports and presentations)
- Strong stakeholder and relationship management skills, with the ability to influence and challenge constructively at all levels, including senior stakeholders.
- Clear, concise written and verbal communication skills, able to explain complex commercial issues in plain English.
- Sound judgement, with evidence of decisive, clear thinking in a complex and politically sensitive environment.
- Strong organisational skills, able to manage multiple priorities and deliver at pace to tight deadlines.
Desirable:
- A relevant commercial / procurement qualification (e.g. MCIPS or equivalent) is highly desirable.
- Degree or equivalent experience in a relevant discipline (e.g. business, law, finance, procurement, commercial management) is desirable.
