AMS PSR

On behalf of ONS, we are looking for a Programme Office Manager  INSIDE IR35  for a 6 months contract based REMOTELY with occasional travel to Newport.

The Office for National Statistics (ONS) is the UK’s largest producer of official statistics, covering a range of key economic, social and demographic topics. These include measuring changes in the value of the UK economy, estimating the size, geographic distribution and characteristics of the population, and providing indicators of price inflation, employment, earnings, crime and migration.

As a Programme Office Manager , your main responsibilities will be:

• Establish and provide strategic leadership for the Programme Management Office (PMO), establishing it as the authority for governance, assurance, and delivery control across a complex, multi-partner programme environment.
• Lead the design, implementation, and continuous improvement of a structured, proportionate, and high-performing PMO function, ensuring it provides effective oversight, control, and decision support to senior leadership.
• Establish the PMO as the ‘beating heart’ of the programme, enabling informed decision-making, strong delivery discipline, and the successful realisation of outcomes and benefits.
• Define and embed consistent governance frameworks, standards, and processes across all delivery partners, ensuring clarity of roles, accountability, and decision-making. Drive the adoption of standardised methodologies, controls, and reporting approaches, reducing variation and improving transparency, comparability, and confidence in delivery performance.
• Lead the integration of planning, reporting, risk, assurance, and benefits management disciplines, ensuring these operate as a coherent system rather than fragmented functions. Establish and maintain single sources of truth for delivery status, risks, dependencies, and performance, enabling clear, evidence-based assessment of delivery confidence.

Essential:

• Experience establishing and managing robust governance and assurance frameworks for digital programmes, including setting up and running programme and delivery boards
• Strong ability to engage, influence, and align senior stakeholders, ensuring clear communication and effective collaboration across the programme
• Ability to work effectively in ambiguous environments while coordinating across multiple delivery partners and bringing structure to complex programme landscapes
• Public sector experience
