On behalf of the Cabinet Office, we are looking for a Strategic Safeguarding Specialist - Inside IR35 for a 2 Month contract based Hybrid working (Remote with occasional travel to Newcastle for key meetings)
The Cabinet Office supports the Prime Minister and ensures the effective running of government. Background:
- The Infected Blood Compensation Authority is the independent arms-length body set up to pay compensation to people infected and affected by HIV, Hepatitis B and C through contaminated blood, blood products or tissue.
- IBCA is currently developing its safeguarding approach to ensure safeguarding strategy aligns with the unique needs of those impacted by the Infected Blood Scandal and with government priorities.
- We are seeking consultancy support for a focused piece of work to develop this, building on existing work that IBCA is implementing. The successful bidder will work closely with operational, design, strategy and policy teams in this work.
The main duties and responsibilities of the Strategic Safeguarding Specialist would be to:
- Develop and Implement Safeguarding Strategy - Collaborate with internal teams (operational, design, strategy, policy) to shape a safeguarding strategy tailored to the unique needs of individuals affected by the Infected Blood Scandal.
- Create and Maintain Safeguarding Policies and Standards - Draft and update organizational safeguarding policies and corporate standards to ensure alignment with best practices and regulatory requirements.
- Design Operational Safeguarding Processes - Establish clear referral pathways and documentation procedures for operational teams, ensuring vulnerable individuals are supported appropriately.
- Ensure Regulatory Compliance and Best Practice - Stay up to date with safeguarding legislation and best practices, ensuring all safeguarding activities meet legal and ethical standards.
- Set Up and Monitor Safeguarding Services - Lead the setup of safeguarding services within IBCA, including systems and structures that support vulnerable individuals, particularly those with serious illnesses.
- Provide Expert Advice and Guidance - Act as the go-to expert for safeguarding matters, offering advice to teams across the organization and helping resolve complex safeguarding issues.
Essential:
- Safeguarding specialist who has significant experience in setting up safeguarding services in public bodies, which interact with vulnerable people including those with serious illness
- Significant experience in developing safeguarding strategies
- Significant experience in developing organisational policies and corporate standards relating to safeguarding
- Experience developing processes for operational teams, including referral processes and the related documentation
- Expertise in developing training for operational staff, e.g. call handlers
- Detailed knowledge of best practice and Regulations related to safeguarding
- Safeguarding Training – Advanced or Designated Safeguarding Lead (DSL) training (Level 4 or above)
