Description & Requirements

On behalf of Homes England, we are looking for a Risk Manager (Inside IR35) for a 3 month contract based. This is a hybrid working role (two days per week office based - Newcastle).

Job Purpose:


Delivery Enabling Services (DES) is at the heart of delivery in Homes England supporting the Delivery Directorates. DES translates policies, strategies and objectives into an operational framework for delivery to enable Senior Responsible Officers (SROs) and budget holders to take accountability for delivery.


The Control Environment (CE) team develops and operates efficient and effective first line of defence risk and control support, and associated guidance for Delivery Directorate activities, including overseeing continuous improvement to address process and control deficiencies. The team also delivers its services to Chief Officers, SROs and the Agency’s Accounting Officer through two teams:

1. Delivery Control Performance (this role) and 2. Delivery Control Frameworks.


Within the Delivery Control Performance team, the post holder will work closely with key stakeholders across all Delivery Directorates, Corporate Functions and, where appropriate, National Audit Office to manage, monitor and support with first line of defence risk management activities which drive continuous improvement, and contribute towards Homes England’s strategic objectives and business plan targets / priorities.


As a Risk Manager, your main responsibilities will be to:


  • Provide a high level of risk management support to Delivery Directorates and the DES function, enhancing and embedding directorate risk management activities across a range of business functions and activities.
  • Undertaking Control Insight deep dive activities to support SRO’s with the signing of annual Financial Data Assurance Statements (FDAS), making recommendations on control enhancements and improvements following Control Insight and monitoring completion of said enhancements through to completion.
  • Update and maintain appropriate risk documentation / risk management systems for Delivery Directorates and DES including, but not limited to; Risk Registers, Risk Appetite Statements, Risk Management Information reports, Incident Management Information reports and supporting on any additional risk management collateral.
  • Facilitate regular directorate risk forum activities by preparing documentation, engaging with key stakeholders, encouraging meaningful discussions, and capturing and actioning responses to Delivery Directorate risks.
  • Liaise with business partner colleagues in the Corporate Risk Directorate and Audit to improve risk management processes, providing expert input in relation to proposed changes or new approaches.
  • Hold regular conversations with key members of Delivery Directorates, at a senior level, to understand business area risks, controls and improvement actions; provide guidance and steer on existing and emerging risks, including; how to appropriately articulate, assess and score risks and, determine appetite and required treatment strategies.


You'll have:


  • Excellent understanding of enterprise risk management best practice, including; risk, control and assurance frameworks, both their understanding and application.
  • Understanding of Delivery Directorates, transactional business activity and an ability to translate enterprise policies into operational practice.
  • High levels of emotional intelligence and interpersonal skills to drive contributions from others across the Directorate.
  • High level of organisation skills, to operate in a fast changing and dynamic environment.
  • Strong quantitative and qualitative analysis skills, structured thinking, and logical reasoning.
  • Resilient, proactive and capable of creative problem solving under pressure.
