Description & Requirements

On behalf of Homes England, we are looking for a HR Administrator (L & OD Specialism) - (Inside IR35) for a 5-month contract working on a hybrid basis and with an expectation of 2-3 days attendance in the Newcastle upon Tyne office

Role Purpose

  • This role provides comprehensive administrative and project co-ordination support, contributing to initiatives that enhance organisational capability and the HR function.
  • The role holder co-ordinates work deliverables, contributes to various learning, development & HR activities, conducts research, and manages meeting administration.
  • They also provide expert advice and guidance on specialist and technical learning and organisational development queries, policies, and processes.
  • The role consistently demonstrates and embeds the values and behaviours in daily work, contributing to a positive and inclusive culture.


As a HR Administrator (L & OD Specialism) - (Inside IR35) your main responsibilities will be:

  • Support a range of related HR & L&OD activities. Including leadership in L&OD services, collaboration with external partners and suppliers for successful delivery of L&OD work, co-ordination of logistical arrangements for L&OD events and programmes. In the HR space activities include HR Team Development and Community of Practice as well as the planning and arranging other events across HR.
  • Use communication skills to understand and advise others effectively to assist in the completion of tasks in line with KPIs.
  • Apply practical learning and organisational development experience to solve complex problems, providing advice and support in response to queries in line with processes and procedures.
  • Work independently within standardised routines.
  • Deliver results and drive continuous improvements in L&OD related processes, policies, procedures and systems such as the learning management system.
  • Contribute to the performance of technical functions within the HR Team and ensure L&OD’s contribution to wider organisational goals.
  • Influence resource utilisation and provide administrative support to the team including ongoing maintenance of the LMS.
  • Provide commissioning support to the team, including procurement and legal processes, payment of invoices and responding to finance queries on behalf of the team.
  • Build positive relationships with external third-party suppliers to ensure any issues and queries are dealt with efficiently and effectively.
  • Identify and implement creative digital solutions for enhancing the presence of learning and development work on communication channels, to increase the interest and active participation for colleagues to own and drive their development.
  • Support the design and evaluation of learning and organisational development interventions, including designing feedback, collating and analysing feedback and collaborating to use findings to support continuous improvement.
  • Contribute to the production of reports and briefing papers by collating data and information, analysing information and presenting work ensuring it is in line with requirements.


Essential

  • HR Administration experience
  • L&OD / HR experience
  • LMS experience
  • Intermediate level Microsoft Office - Outlook, Word, Excel, Teams and PowerPoint.


Desirable

  • Public Sector experience
