Description & Requirements

On behalf of Infected Blood Compensation Authority (IBCA), we are looking for a Contracts Manager - Inside IR35 for a 6 month contract based Hybrid working (3 days per week in Newcastle office and remaining WFH)


About the role:

The Contract Manager will be a key member of the Infected Blood Compensation Authority’s Digital Delivery ambitions, focusing on delivering the IBCA’s aims and objectives. The defining aspect of this role is commercial and contract managementcontrol and reporting. The main duties and responsibilities of the Contract Manager would be to:

  • Understand Business requirements to establish a route to market.
  • Negotiate contract proposals with Commercials and challenge where appropriate, to deliver cost savings and VFM for IBCA.
  • Chair regular checkpoint meetings, commercial product calls and chair ad-hoc supplier / commercial meetings. Considering all procurement options including re-use of current contracts.
  • Deliver procurement plans & strategies.
  • Progress contracts within agreed governance frameworks, provide information as and when required for Audit.
  • Build close relationships with other areas of IBCA, resolving issues or conflict with stakeholders.
  • Lead business & stakeholder engagement to understand requirements and ensure successful contractual outcomes. Manage expectations and provide continuous support. Creating and embedding strategies to influence and manage stakeholders.
  • Build close relationships with Suppliers. Seek resolution or resolve conflict with Suppliers. Manage Contractual agreements. Monitor Supplier Performance and identify trends. Identify and mitigate risks.
  • Liaise and plan Business Requirements. Provide a forward look Commercial pipeline of Contracts including Governance. Ensure budget allocation / forecast is aligned with the required portfolio of work.
  • Support stakeholders to build the work programme and commercial pipeline based on deliverables and objectives.
  • Develop the appropriate aspects of the HMT 5 case business case model.


Essential:

  • Proven track record of effective commercial and contract management with wide ranging experience in delivering value for money and robust contract management reports, modeling, and improvements.
  • Strong organisational and problem-solving skills, with the ability to prioritise competing demands in a challenging delivery environment while meeting tight timelines.
  • Exceptional communication skills to commercial and contract performance and priorities clearly to diverse audiences and stakeholders.
  • Strong interpersonal skills with the ability to build and maintain excellent working relationships at a senior level.
  • Experience in Digital/Systems implementations or transformation projects.
  • Recognised financial management qualifications e.g. CIPS, ICM, IACCM
