Description & Requirements

On behalf of Homes England, we are looking for a Talent Acquisition Partner (Inside IR35) for a 6 month contract on a remote basis (occasional attendance in any nationwide office my be required)

Following the publication of the government’s Levelling Up White Paper, Homes England has also been tasked with a core role in spearheading regeneration, partnering with places to reduce economic disparity, empower local leaders and create equal opportunities across the country to ensure communities reach their full potential.


As a Talent Acquisition Partner your main responsibilities will be:

  • Lead and manage a team of Resourcing Advisors, providing coaching, guidance and professional development.
  • Partner with designated directorates and senior stakeholders to understand workforce requirements and develop effective resourcing strategies.
  • Develop and implement proactive talent pipelines to meet current and future workforce needs.
  • Drive employer branding initiatives to enhance the Agency's profile as an employer of choice.
  • Manage end-to-end recruitment campaigns across both high-volume and specialist recruitment areas.
  • Build and maintain effective relationships with external recruitment agencies, professional networks and diversity-focused organisations.
  • Provide expert advice and guidance to hiring managers on recruitment best practice, workforce planning and talent acquisition.
  • Champion diversity, equity and inclusion throughout all recruitment and selection activities.
  • Ensure recruitment processes are compliant with organisational policies, employment legislation and best practice standards.
  • Analyse recruitment data, monitor performance metrics and identify opportunities for service improvement.
  • Oversee the effective use and management of Applicant Tracking Systems (ATS) and recruitment technologies.
  • Contribute to workforce planning, succession planning and talent management initiatives.
  • Lead continuous improvement activities to enhance recruitment efficiency, candidate experience and return on investment.
  • Identify and mitigate recruitment risks and support informed decision-making.
  • Maintain high levels of customer satisfaction and service delivery across all resourcing activities.


Essential:

  • CIPD qualified or equivalent recruitment/resourcing experience.
  • Significant experience in talent acquisition or recruitment business partnering.
  • Experience managing end-to-end recruitment campaigns.
  • Experience building talent pipelines and sourcing strategies.
  • Experience leading and developing a resourcing team.
  • Experience working with recruitment agencies.
  • Strong stakeholder management and influencing skills.
  • Experience using Applicant Tracking Systems (ATS) and recruitment data.
  • Commitment to diversity and inclusion.


Desirable:

  • Experience within a public sector or complex organisation.
  • Knowledge of workforce planning and talent management.
  • Experience leading recruitment process improvements.
  • Working knowledge of project management principles.
  • Experience supporting employer branding initiatives.
