On behalf of the Intellectual Property Office, we are looking for a Commercial Manager - (Inside IR35) for a 12-month contract working on a hybrid basis and with an expectation of 1 day attendance in the Newport office and for occasional team meetings.

- IPO Policy
- educating businesses and consumers about IP rights and responsibilities
- supporting IP enforcement
- granting UK Patents, trademarks and design rights
We have a small office in the heart of London, but our main office is on the outskirts of Newport, South Wales.

We are looking for an individual with experience of managing a Corporate Service category in a central government Arm’s Length Body setting. Examples of the categories of work are as follows:
- Research and policy procurement
- Intellectual Property tooling
- Travel & Fleet
- Workplace services
- Stationary
The individual will be expected to lead and oversee the full range of commercial activity including managing the category, running competitions, providing expertise and guidance as well as other best practice initiatives and ultimately drive value for money for the taxpayer.
As a Commercial Manager - (Inside IR35), your main responsibilities will be:
- Maintain & develop a category strategy, undertake soft market testing, identify opportunities to develop effective supplier relationships, understanding costs, risks/ rewards, manage the category procurement pipeline and develops options for business cases, including articulating associated benefits and producing supporting arguments for the preferred option.
- Works with internal stakeholders to understand, guide and support commercial activity and decision making associated with third party engagement; including developing a comprehensive pipeline of activity.
- Provides effective line management of a Commercial Officer and able to work across Category teams to collaborate and solve wider Commercial challenges.
- Ensure across the team all commercial activity is captured where appropriate within the e-procurement system Atamis.
- Ensures the appropriate application of commercial policy and compliance to Procurement regulations across all team activities.
- Support refinement of requirements and evaluation criteria and develop ITT documentation for procurements.
- Support all stages of the procurement process in line with public contracts regulations.
- Manage release of the requirements through the e-procurement system, including uploading documentation and responding to supplier clarification questions.

- All round Commercial background
- Experience of working within a category type structure
- Procurement within central government
- Experience of using procurement IT systems
