About the role

Senior Surveyor within National Portfolios responsible for leading complex property transactions across telecoms, utilities and energy sectors. The role involves managing external applications, negotiating agreements, providing commercial and technical advice, and supporting governance and assurance processes to ensure compliance with Network Rail policies and regulatory obligations.


Job Purpose

To deliver an effective and efficient property service to support delivery of a safe, efficient, reliable and sustainable rail service. To optimise performance of land and property in order to increase Property’s financial contribution to the company’s rail operations and to improve service to it’s customers.


Location

The successful candidate can be based in Milton Keynes or within a 90 minute travel zone.


Interviews will take place in-person.


Candidates should be comfortable with occasional travel to client sites, regional offices, or other business locations as needed.


Package

£55,596 - £65,966 per annum

Key Accountabilities

Stakeholder Management

To deliver a range of professional property services of a complex or substantial nature for a client group including (but not exclusive to) : acquisition, compensation claims, leases, surrenders, lettings, sale and temporary use of operational land.  Anticipate and be responsive to the needs of the business in delivering a range of property services

Operating Environment

Take responsibility for managing negotiations of complex and substantial projects to an agreed budget. Manage property service to maximum efficiency, delivering business objectives in terms of cost savings, income generation, asset management, customer service. Represent NR externally as required using technical capability to manage this effectively.

Resource Management

To develop and maintain close and effective working relationships with internal colleagues to enable efficient and effective delivery of the client remit. May look to matrix manage more junior members within the team as required by the project. Instruct and manage external agents and solicitors to complete commercial activity on complex cases. 

Service

To deliver an efficient and effective service and provide professional direction, representation and support at senior level to internal clients and external stakeholders, outperforming service targets. Determine the most effective approach to property requirements engaging at a senior level.

Leadership

To provide the business with technical leadership on the range of property issues and provide supporting leadership to the wider team

Strategy and Process

To identify and implement changes required to support delivery of the Property function’s overall strategy and services. Have input to the creation and delivery of the strategy for the client group.

Safety

To actively support the development and implementation of a safety leadership and cultural change programme to support delivery of a safe working environment  and a safe rail system

Sustainability

To make sustainability a key element of all activities being delivered 

Financial

To increase Property’s contribution to the cost of the company’s rail operations specifically through delivery of the client requirement and also through identifying opportunities for implementation in other parts of the Property function and wider company. Identify, exploit and take accountability for the delivery of opportunities for cost savings, income generation and capital growth.

Knowledge Sharing

Actively seek to identify complementary opportunities for Network Rail when assessing activities through collaboration.

Authority / Decision Making

Take responsibility for providing property solutions on complex issues, and a range of property transactions including (but not exclusively) acquisitions, leases, surrenders,  to maximise benefit to Network Rail on land utilisation issues. Decision maker up to an agreed value of  transaction

Project / Programme Management

Provide the projects and colleagues with consistent and professional advice in determining the most effective approach to project property requirements and taking accountability for some elements of delivery.


Job Skills, Experience and Qualifications

Essential

  • Educated to degree level or equivalent
  • MRICS qualified
  • Wide range of General Practice surveying experience
  • Excellent communication and influencing skills
  • Proven negotiation skills at senior level
  • Proven experience of managing complex property transactions
  • Experience of stakeholder management
  • Strong presentation skills


Desirable

  • Understanding of compulsory purchase issues
  • Understanding of the rail industry and rail legislation
  • Full Driving Licence
