Description & Requirements


On behalf of the Cabinet Office, we are looking for a Business Analyst (Inside IR35) for a contract which is running to the end of December 2026 possible extension and as its a hybrid role requires up to 3 days a week in either the Manchester, London, Glasgow and York offices


The Cabinet Office supports the Prime Minister and ensures the effective running of government. The Cabinet Office is also the corporate headquarters for the government, in partnership with HM Treasury, and takes the lead in certain critical policy areas.


SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.


As a Business Analyst, your main responsibilities will be:


  • Discovery: Undertake a discovery phase to document the number of policies across the complex CO landscape that could be in scope for KM articles in Neo.
  • Content Triage and Scoring Analysis: You will facilitate pre-triage and scoring workshops with Subject Matter Experts (SMEs) to evaluate existing intranet content that relate to HR and Finance Policies. You will actively apply the "Transaction Fit" (Tx Fit) scoring framework (0 to 3) to determine how directly the content supports completing a Neo transaction.
  • Review and assessment: From this evaluation You will be reviewing generated KM articles based on CO policies, triaging on the basis of a first quality check. You will need to develop and agree an assurance approach which will likely include: alignment with policy, general accuracy, branding, usability, and standards check.
  • Engagement: You will support the validation process to ensure SMEs confirm accuracy, business ownership, and any policy divergences between CO business units and/or its ALBs. between th as well as within the Cabinet Office separate business units and ALB’s.
  • Managing the SME revision process records all structural decisions, destination recommendations, and cross-references (such as required links to internal Workday tasks or Workday Drive source of truth documents) into the central KM tracker.
  • End-to-End User Journey Design: You will map and document the target user experience, ensuring the design supports three core routes: Workday-first searches, intranet-first navigation, and clear escalation routes into the Neo Service Provider.
  • User Acceptance Testing (UAT) Coordination and Delivery: You will help define and test UAT scenarios to verify the new knowledge architecture. You will verify that users can successfully navigate from an article to a task, that search results return correctly using legacy synonyms, and that audience security rules prevent Cabinet Office and DCMS policies from cross-


Essential Skills


  • Extensive experience as a business analysis within central government
  • Stakeholder engagement at all levels across the business
  • Experience across both user stories and journeys as a business analyst
  • Experience across Agile, Waterfall and JIRA skillsets
  • Strong self starter with a proactive approach to all duties


Desirable Skills


  • Experience across ERP systems like workday implementation would be highly beneficial
  • Business Analysis qualification would be highly beneficial
