On behalf of the MOD, we are looking for an Oracle Fusion Cloud HCM and Payroll Technical Consultant Inside IR35 for a contract until 31st March 2026 (possible extension) based Hybrid working (1/2 days per week in London or Bristol office and remaining WFH)

About Corporate Services Modernisation Programme
Corporate Services underpin the daily operations of 250,000 people across Defence. From payroll to procurement, these services are critical to mission success. MOD is modernising HR, Finance, and Commercial services through policy, process, organisational, data, and systems transformation, aligned with the Government Shared Services Strategy.
Our ambition is to:
- Enhance user experience through simplified processes, intuitive systems, and responsive support.
- Enable data-driven decision-making using Oracle ERP, HCM, and EPM technologies, integrated analytics, and AI.
- Improve productivity and efficiency by automating transactions, optimising shared service centres, and reducing costs for reinvestment into frontline Defence.
The programme has five workstreams namely J2C Finance, J2C Commercial, DefHRS, Enterprise Architecture and Technical Delivery and Shared Services Operating Model covering finance, people, commercial, technical and future shared services operating model delivery respectively.
The main duties and responsibilities of the Oracle Fusion Cloud HCM and Payroll Technical Consultant would be to:
- Understand the critical success factors and key delivery outputs and milestones and help the DefHRS workstream deliver quality outcomes within the agreed baseline plan with significant focus on payroll
- Understand the key strategic and operational themes from the portfolio programme director and expand the same to help develop the support and control needed for the People workstream to deliver on its functional excellence without compromising excellence in other corporate services within CSM
- Support the full eco-system of exit gate criteria, output matrix, risk management, resource planning and integrated portfolio plan to pro-actively identify risks and opportunities and signpost the appropriate RAID team. The role needs to make relevant RAID management team aware of RAIDs, when discovering the same. RAID management will be dealt by the relevant RAID team(s)
- Contribute towards the management of exit criteria relevant to DefHRS workstream and help the portfolio programme director manage exit criteria effectively
- Have a keen eye on the actual progress on the ground and validate delivery position to the portfolio programme director or his appointed representative. Maintenance and management of programme and portfolio plan will be done by the planning team
- Guide, support and monitor the key design and configuration decisions in the DefHRS workstream specially related to payroll and ensure solution integrity and its fitness for the purpose
- Major contributor to the portfolio delivery support and management function at the portfolio level for the people function
- Working for the portfolio programme director to ensure that DefHRS workstream implementation is to the right quality and is within its delivery schedule
You’ll have:
- The ability to demonstrate delivery of complex Oracle Fusion Cloud Payroll and HCM and Oracle Enterprise Performance Management programmes in the public sector on service provider side in the last five years covering all areas of people function. The role is focussed on payroll but will need to have reasonable delivery experience in HCM to ensure an even workload considering that payroll capability sequencing may be later in the programme
- Interpersonal skills, awareness and discipline to be able to understand and operate in a complex and ambiguous stakeholder environment, working with disparate and diverse teams convincing them of individual value addition to their work
- Significant functional knowledge and experience to contribute towards integrity of functional design at portfolio level. Significant delivery experience to showcase functional and Oracle Fusion Cloud Payroll (main focus) and HCM (reasonable capability) implementation capability and earn respect from people function stakeholders of MOD
- Sound understanding of Oracle Fusion Cloud implementation methodologies and phase wise delivery steps with the ability to articulate client and delivery partner side responsibilities
- Deep knowledge of Oracle Fusion Cloud Payroll (main focus), HCM (reasonable capability) and Oracle Enterprise Performance Management products with practical design, configuration and testing experience. The role requires hands on experience and the ability to constantly move between strategic thinking and hands on implementation seamlessly, as the situation demands
SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.
Essential:
- A degree level qualification
- Strong payroll function knowledge
- Strong people function knowledge cutting across transactional and strategic HR business areas
- Considerable experience in complex ERP enabled transformation projects/programmes
- Experience of managing complex stakeholder landscape
- Experience of working effectively in a complex third-party supplier landscape
- Minimum of two Oracle Fusion Cloud Payroll and/or HCM end-to-end implementation programme experience in large organisations
- Strong communicator and proficiency in business documentation
- Proficient in using PowerPoint, Excel, Word
- Ability to work independently
