Description & Requirements

On behalf of the Department for Culture, Media and Sport (DCMS), we are looking for a Senior Procurement Manager Inside IR35 for a 8 month contract (possible extension) based Hybrid working (2 days per week in London Office and remaining WFH)

Role purpose:

To lead the Procurement of a high profile memorial programme in a central London location. Overseeing its sourcing strategy, stakeholder engagement, tender management and supply chain risk management to ensure a lasting, nationally significant legacy that reflects cultural, historical and public importance.


The main duties and responsibilities of the Senior Procurement Manager would be to:

  • Sourcing Strategy: Develop and execute a procurement plan that identifies reliable suppliers for everything from raw bulk materials (concrete/steel) to high-end architectural finishes.
  • Subcontractor Pre-Qualification: Rigorously vet potential subcontractors for financial stability, safety records, and technical capacity before they are invited to bid.
  • Tender Management: Lead the "Invitation to Tender" (ITT) process, analyzing complex bids to ensure they are "apples-to-apples" and provide the best value for the project.
  • Supply Chain Risk Management: Identify potential bottlenecks—such as factory strikes, shipping lane delays, or material shortages—and develop "Plan B" contingencies.
  • Lead the development and delivery of Commercial solutions.
  • Own Procurement and Commercial strategies for the acquisition of services.
  • Support the development of Supplier selection criteria and tender evaluation approaches.
  • Work with technical authorities and lead on the Commercial aspects of the tender in consultation with the programme Commercial Lead.
  • Lead discussions with stakeholders.
  • Commercial and process awareness in the delivery of project and Procurement outcomes.
  • Influence and shape the direction of Procurements with a complex mix of stakeholders.


Essential:

  • Demonstrable experience leading end to end procurement and commercial management of complex construction and built environment programmes, including major works packages, materials, and specialist subcontractors, ideally within the London marketplace.
  • Working knowledge of the Public Contracts Regulations 2015 and the Procurement Act 2023 (or completion of training modules ahead of its implementation).
  • Proven experience delivering procurement activity within a UK Central Government environment, with exposure to high profile, politically sensitive or prestigious programmes, requiring strong governance, assurance, and ministerial awareness.
  • Ability to develop, own and deliver Procurement and Commercial strategies for the acquisition of construction services, ensuring value for money, commercial robustness, and alignment with programme objectives.
  • Significant experience leading Invitation to Tender (ITT) processes, including subcontractor pre qualification, development of supplier selection criteria, and evaluation models to ensure fair, transparent, and “apples to apples” bid comparisons.
  • Strong practical experience managing NEC3 and/or NEC4 contracts, including risk allocation, early warning processes, compensation events, and commercial decision making throughout the contract lifecycle.
  • Demonstrated ability to lead and influence a complex mix of senior stakeholders, including technical authorities, commercial leads, and external bodies (e.g. Houses of Parliament, Royal Household or other equivalent institutions), balancing competing priorities and sensitivities.
  • Proven capability in identifying and managing supply chain and commercial risks (e.g. market constraints, material shortages, subcontractor stability), developing contingency plans, and applying strong commercial and process awareness to support successful project delivery.


Desirable:

  • RICS/MRICS (or working towards) or equivalent commercial qualification or experience
