On behalf of HSE, we are looking for a Senior Policy Advisor (Inside IR35) for a contract up to 31st May 2026 contract on a hybrid basis (attendance in London 1-2 times per week - expenses paid)

The role:

The Health and Safety Executive (HSE) is establishing the new Building Safety Regulator (BSR) with the intention of keeping high-rise buildings safe and enabling people to feel safe within their homes. Working with residents and industry to make sure everybody has a voice, BSR will oversee changes to the safety and performance of all buildings and raise industry professional standards year on year. BSR will serve as a lasting tribute to those who have lost their lives due to poor and substandard buildings and will help ensure tragedies of such proportions as Grenfell are consigned to the past. Over the coming years, as the powers of BSR increase, we will continue to build our team.


As a Senior Policy Advisor your main responsibilities will be:

  • Support the development of evidence-based policy proposals, including drafting high-quality advice, briefings, and submissions for senior leaders and Ministers.
  • Analyse technical, regulatory, and legislative information to develop robust and defensible policy recommendations.
  • Review and refine existing policy and operational practices to ensure alignment with BSR, HSE, and wider Government objectives.
  • Contribute to the delivery of key projects and workstreams, particularly relating to resident engagement and building safety regulatory frameworks.
  • Plan and manage work effectively to meet agreed objectives, timescales, and interdependencies.
  • Build and maintain strong relationships with internal and external stakeholders, including government departments, industry bodies, technical experts, and resident groups.
  • Represent HSE/BSR interests in meetings and consultations, influencing discussions and shaping policy outcomes.
  • Work collaboratively across multidisciplinary teams, ensuring policy proposals are coherent, inclusive, and aligned with related programmes.
  • Produce clear, concise written materials, including reports, briefings, and guidance for non-technical audiences.
  • Communicate policy intent, analysis, and recommendations confidently and effectively.
  • Apply strong analytical skills to identify underlying issues, interpret new information quickly, and provide well-informed recommendations.
  • Demonstrate excellent written and oral communication skills with the ability to simplify complex information.
  • Maintain positive working relationships across teams and adapt to new priorities in a fast-paced policy environment.
  • Engage effectively with technical specialists to incorporate expert input into policy development.
  • Work flexibly, managing competing demands and shifting priorities within a high-profile, evolving policy space.
  • Travel within the UK as required for stakeholder engagement, including occasional overnight stays.


Essential:

  • Experience in public-sector policy development or policy-level work in large private-sector organisations.
  • Strong analytical ability to identify issues, evaluate evidence, and make informed recommendations.
  • Effective communication and influencing skills to shape stakeholder outcomes.
  • Ability to write high-quality reports, briefings, and submissions for a range of audiences.
  • Strong organisational skills and the ability to manage multiple workstreams.
  • Ability to work collaboratively within multidisciplinary teams and maintain positive working relationships.
  • Confidence in engaging with technical or legal material to support policy recommendations.


Desirable:

  • Experience in building safety, housing policy, regulatory frameworks, or related technical areas.
  • Understanding of building safety processes, including safety case requirements for high-rise buildings.
  • Experience working with or across government departments.
  • Knowledge of resident engagement approaches in regulatory or public safety contexts.
  • Experience supporting project or programme delivery in complex policy environments.
