On behalf of Network Rail, we are looking for a Senior Learning Designer - (INSIDE IR35) for a 12-month contract working on a hybrid basis and with an expectation of 3 days attendance in the Waterloo, London or Milton Keynes office. Travel will be required for this role and rail tickets will be provided
About GBR

The Role
As part of the journey to GBR, we face the have the once generation opportunity to equip leaders across the railway system with the knowledge, skills and behaviours that will be needed for the future
We need a high-quality Senior Learning Designer who can turn design concepts into polished, delivery-ready materials —especially simulation packs and facilitator/participant assets.
This role is perfect for someone who loves building the “real thing”: decks, workbooks, templates, scenario artefacts, and materials that make learning experiences run smoothly in the room.
The role is to produce high-quality learning assets and simulation materials at pace to support the mobilisation and piloting of the Academy’s immersive learning days and turn into a scalable proposition for delivery to ~1600 senior rail leaders.
Design high-quality immersive learning modules, scenarios, and facilitator guides aligned to GBR culture and future railway requirements.
We’re mobilising the design of the GBR Leadership Academy and are looking for a senior learning experience designer to build immersive, practical learning that feels real in the context of the future railway.
You’ll turn executive insight into high-quality modules, scenarios, and facilitator packs — designing learning that tackles real trade-offs across safety, performance, customer, commercial, and system integration.
Person Profile
A senior designer who can turn insight into high-impact learning experiences — building immersive, applied modules and scenarios that feel real to rail leaders.
Experience & Background:
Experienced in learning design / LXD / instructional design (senior level).
Strong evidence of designing scenario-based workshops, simulations / case environments and senior leader development interventions
Comfortable working with SMEs and operational leaders to capture authentic content.
Ideally has knowledge of rail/transport operations OR has designed for complex operational environments.
Skills & Strengths:
Learning design craft: can design sessions that flow, land, and create behavioural shift.
Scenario design: builds credible “real world” decision points, trade-offs, and consequences.
Facilitator empathy: designs for delivery reality (timings, prompts, group dynamics).
Plain English: eliminates jargon, keeps it usable for mixed audiences.
Iterative mindset: prototypes quickly and improves through feedback.
Working Style:
Fast, structured, and collaborative.
Confident asking the right questions of SMEs.
Focused on practical application over theory.
As a Senior Learning Designer - (INSIDE IR35), your main responsibilities will be:
- Translate insight themes and curriculum architecture into:
- modules and session designs
- immersive scenarios and simulation mechanics
- participant reflection and application tools
- Co-design content with SMEs across rail (customer, operations, safety, performance, commercial).
- Produce facilitator guides and delivery prompts that enable consistent delivery.
Ensure design aligns to:
- GBR culture pillars and leadership expectations
- psychological safety and inclusive learning principles
- practical application to leaders’ roles
- Support pilots and testing: observe, gather feedback, iterate quickly.
- Maintain design quality and consistency using agreed standards.
Deliverables:
- Pilot-ready module packs (decks + facilitator guides + participant materials).
- Scenario packs and simulation artefacts (briefings, data, decision points).
- Updated iterations based on feedback and pilot outcomes.
Essential requirements
- Extensive experience of designing leadership programmes
- Senior stakeholder experience
- Demonstratable experience of turning insights into learning outcomes
Desirable
- Experience of working within the Rail / Travel industries
