On behalf of FCDO, we are looking for a Sectoral Adviser (SEO) - (Essential Services and Aid Delivery) Inside IR35 for a 12 month contract based Remotely (Part time 3 days per week)

The main duties and responsibilities of the Sectoral Adviser (SEO) - (Essential Services and Aid Delivery) would be:
- Coherent advice, based on political economy analysis and strong contextual knowledge, on effective interactions with in-country stakeholders for the delivery of essential services (including health, education and social protection), including line ministries and public sector institutions.
- Analysis and advice on wider aid programme delivery issues in the Afghanistan context, including humanitarian programming and gender and inclusion dynamics. Likely areas may include providing a political/governance perspective on interference and access constraints around Taliban engagement with aid actors.
- Support to engagement with Afghan civil society and national NGOs, including supporting the inclusion of Afghan women’s voice in UK essential services policy and programming.
Essential:
- Experience and understanding of humanitarian and essential services aid delivery mechanisms in Afghanistan.
- Understanding of aid coordination and delivery mechanisms in Afghanistan and ability to advise on effective interactions for the delivery of programmes, including through own contacts and networks.
- In-depth (local) understanding of the workings / dynamics of line ministries, e.g.’ Ministry of Economy & Commerce, Ministry of Education, Ministry of Public Health, Ministry of Agriculture that could support APPD’s policy work and programmes.
- Ability to produce rapid bespoke analysis, often to tight deadlines and drawing on multiple sources of information, including on cross cutting issues.
- Experience working with HMG and international partners in Afghanistan.
- Strong written and verbal communication skills
- A strong understanding of gender and inclusion dynamics within aid delivery in Afghanistan
- Essential to have either Dari or Pashto language skills (desirable to have both).
