On behalf of Homes England, we are looking for a Programme Manager Inside IR35 for a contract ending on 31st of March 2026 based REMOTELY with travel as required to either London or Birmingham
Homes England, the government’s housing and regeneration agency, plays a central role in tackling the housing challenges the country now faces. Following the publication of the government’s Levelling Up White Paper, Homes England has also been tasked with a core role in spearheading regeneration, partnering with places to reduce economic disparity, empower local leaders and create equal opportunities across the country to ensure communities reach their full potential.
As a Programme Manager, your main responsibilities will be to:
- Establish the operational running of a new National Housing Delivery Fund (managing the associated business change)
- Work within established governance framework that fully integrates with other programmes / projects within an Integrated change programme of work
- Set priorities for the team, showing leadership in order to ensure the programme vision is reflected in the delivery plan.
- Align your ways of working to the Government Project Delivery Function, using the Government Functional Standard for Project Delivery (002) and IPA Project Delivery Toolkit as your benchmark for success
- Be an integral part of the Enterprise Portfolio and Change team and contribute positively to the Agency in accordance with our values and behaviours, and the behavioural competencies of the Government Project Delivery Profession
Essential:
- Extensive experience in Programme Management
- Proven track record in successfully managing a variety of change programmes within Government (policy and digital enabling change)
- Experience in working with cross functional teams
- Excellent stakeholder engagement at all levels, internal and external, cross
- MSP / Prince 2/ APMP or equivalent
Desirable:
- Public sector
