Description & Requirements

On behalf of FCDO, we are looking for a Portfolio Analyst (Inside IR35) for a 16 month contract based in London.

This is an opportunity for an experienced lead portfolio analyst to join the team and play a key role in the development and delivery of a strategically important global portfolio of capital projects. The role’s primary focus will be on monitoring change, conducting impact analysis, developing insight, maintaining the portfolio plan and providing reporting to the portfolio leadership and boards to enable strategic decision making across ESND. This will require extensive use of data and analysis tools built in Excel and using the Power platform, and use of a high level of data analysis and reporting skill.


SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks.  Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance. 


As a Portfolio Analyst, your main responsibilities will be:

  • Analyse the portfolio and make recommendations on the project mix. Optimise the portfolio to meet in-year financial and resourcing constraints.  Develop and manage the prioritisation model. Develop, maintain and provide expert assistance to the commissioning process whereby projects are added to/removed from the portfolio.
  • Take the lead in ensuring the portfolio has effective processes and tools in place to identify, monitor and resolve changes. Establish and operate mechanisms to track portfolio delivery and update progress against the plan.
  • Facilitate regular review and monitoring of all changes, and ensure all changes have an appropriate impact analysis. Demonstrate the impact of change and escalate changes where there is significant impact requiring a decision
  • Take responsibility for the development and maintenance of the portfolio plan. Provide support to estimating and strategic planning. 
  • Develop and maintain the portfolio management dashboard. Provide a strategic overview of all projects, reporting anomalies, deviation or areas of concern to the senior management. Facilitate governance/portfolio meetings.
  • Pro-actively identify opportunities and risks in the plan. Monitor the critical path and key milestones, advising the delivery team on any potential changes and leading challenge and mitigation actions. Develop and maintain the portfolio issue, risk and dependency register.


Essential:

  • An expert in analysis of portfolio data to identify areas of interest. This will include assessing change, identifying patterns and trends and understanding dependencies and risk. 
  • Passionate about and highly competent in use of excel and excel-based tools, including advanced Power Platform capabilities. 
  • Experienced in developing and maintaining accurate portfolio plans, modelling the impact of changes to the portfolio plan and developing planning options.
  • Meticulous in their approach to data analysis and reporting, with a high level of attention to detail, and the ability to produce clear and engaging reporting.
  • Familiar with data visualisation and the ability to think creatively and innovatively to design and create visually appealing and insightful custom report, dashboard and unique data presentation solutions.
  • Able to demonstrate experience in a similar role within a major programme or large portfolio and has an understanding of the Treasury’s Five Case Model/Green Book. And ideally have knowledge of how capital projects are delivered and familiarity with the RIBA design and construction lifecycle.
