Description & Requirements

On behalf of The Home Office, we are looking for an IT Commercial Specialist Inside IR35 for a 4 month contract Hybrid working (3 days per week in Central London, Croydon or Manchester and remaining WFH)

About the role:

The Home Office are looking for an experienced commercial specialist to lead on multiple procurements for the Home Office Digital, Networks and Infrastructure portfolio. This is a demanding area which requires a specialist to lead and support various procurements in the pipeline, this includes public, private cloud. On premise Hosting as well as Network related support contracts. This is a demanding area with procurements needed to be run in parallel prior to expiry of the existing contracts.


The main duties and responsibilities of the IT Commercial Specialist would be to:

  • Lead the procurement activity for a consolidated Networks and Infrastructure contract, ensuring compliance with PCR 2015, the Procurement Act 2023, and Home Office/Cabinet Office policies.
  • Manage supplier rationalisation and contract consolidation to deliver measurable improvements aligned with HOCS strategic goals.
  • Ensure continuity of existing services by reviewing current contracts for sufficient length and headroom, and implement tactical bridging solutions where necessary.
  • Provide commercial expertise and advice to support operational contract managers, promoting best practice in contract management and ownership.
  • Engage and collaborate with multi-disciplinary teams and stakeholders, translating technical requirements into clear commercial solutions.
  • Utilise CCS technology and digital frameworks effectively to access appropriate procurement routes and achieve best value for money.
  • Prepare documentation and support ministerial approval processes for managed service and consultancy contracts in line with value thresholds.


Essential:

  • An expert in managing major and complex IT contracts and ensuring the best vfm is obtained.
  • Full understanding of public sector procurement, and Procurement Regulations.
  • Full knowledge of CCS Frameworks especially technology and digital Frameworks and methods of accessing those Frameworks.
  • Experience in managing high value, technical IT procurements.
  • The ability to work in multi-disciplinary teams, bring together people and views to inform decision making, and be willing to support work that isn't part of your core role.
  • Strong stakeholder engagement skills and the ability to communicate technical concepts to non-technical people.
  • MCIPS qualification or equivalent
