Description & Requirements


On behalf of Defra, we are looking for a Delegation Review Lead Inside IR35 for a 6 months contract based Hybrid 2-3 days a week in your closest DEFRA locations ( London, Bristol, York, Newcastle, Birmingham, Reading, Leeds, Manchester, Sheffield)

As a Delegation Review Lead, your main responsibilities will be:


  • Working within Defra's Financial Governance Investment and Investigations team to implement changes resulting from HM Treasury's Project RESET.
  • Leading a work stream, reporting directly to a Deputy Director, to review the financial delegations Defra gives to its Arm’s Length Bodies (ALBs).
  • Working with Sponsorship Teams, Performance Team and Strategic Finance to develop appropriate risk-based metrics to assess future delegation levels.
  • Managing stakeholder involvement including ALB Finance Directors and Chief Executives to develop the framework Drafting proposals and papers for senior leaders, including Defra's Executive Committee seeking approval for the proposals.
  • Implementing the assessment metrics and proposing new delegation limits for financial year 2027/28.
  • Regular attendance at and participation in project team meetings.
  • Drafting suitable communications to ALBs seeking engagement with the process and informing them of progress


Essential:


  • Experience in strategic finance within the civil service
  • Project assurance and governance to understand the approval background
  • Experience in government delegation frameworks
