Description & Requirements

On behalf of FCDO, we are looking for a Senior Commercial Manager Inside IR35 for a contract until 31st March 2026 based Hybrid Working (2/3 days per week in London office and remaining WFH)


The Foreign, Commonwealth & Development Office (FCDO) pursues our national interests and projects the UK as a force for good in the world. The FCDO leads the UK’s diplomatic, development and consular work around the world. To support this, it manages an overseas estate of approximately 6,500 properties, mostly located in 282 locations (known as posts) in 180 countries and territories.


FCDO regards its overseas estate as central to supporting the achievement of UK government objectives, by facilitating diplomatic engagements and providing a platform for promoting UK industry and services. The overseas estate also hosts over 35 other UK government departments, the devolved administrations and other bodies requiring a presence overseas.


In this role, you will be a key member of the Commercial Directorate, picking up activities and programmes of work across the global facilities management category providing critical support to FCDO’s global operations. You will be involved in the following key areas:

  • Facilities Management: This includes, but not limited to, hard and soft facilities management as well as total facilities management.
  • Other Facilities Management Services such as small and minor works, utilities, office supplies, and furniture.


This is an exciting opportunity to make a difference to Britain’s UK and overseas estate and to leverage the benefits of the new Procurement Act 2023 (PA23). With a category spend of approximately £300 million per annum, you will be directly involved in the end-to-end procurement lifecycle, in particular, executing sourcing projects in line with organisational procurement policy and the PA23.


The main duties and responsibilities of the Senior Commercial Manager would be to: 

  • Develop and lead complex procurements across the Facilities Management (FM) category locally and/or globally (e.g. global or regional residential furniture solution).
  • Must conform to commercial procurement policy and processes.
  • Must align with endorsed category strategies.
  • Procurement strategies are developed collaboratively with stakeholders and are created in a way that accesses the right markets and provides suppliers with the necessary engagement for optimal outcomes.
  • Accountable for the selection and implementation of appropriate commercial models to achieve strategic outcomes and objectives.
  • Provide additional ad hoc commercial support across the security category.
  • Support the implementation of endorsed category strategies, including but not limited to global FM, soft FM in fragile environments, and furniture:
  • Lead FCDO’s residential furniture solution.
  • Manage and/or oversee DMA assessments for regional solutions. This may entail working with other colleagues across HMG or retained external providers.
  • Support Baghdad soft FM in fragile environment re-procurement.


Essential:

  • Experience managing end-to-end commercial / procurement processes from strategy to contract award.
  • Previous Public Procurement experience
  • Strong understanding of procurement and contract lifecycle.
  • Strong knowledge of PA2023
  • Proficiency in tools like Jaggaer, Hera or similar platforms.
  • CIPS, IACCM, or similar commercial/procurement qualifications.
  • Ability to draft, review, and negotiate complex contract terms and conditions.
  • Familiarity with legal terminology and working with legal teams.
  • Proven ability to deliver high-value, high-risk contracts and frameworks.
  • Capability to develop commercial strategies and ensure they align with organisational goals.
  • Capability to develop business cases in line with HMT’s Green Book framework.
  • Experience identifying and mitigating commercial risks.
  • Skilled in developing risk strategies and conducting pre/post-award negotiations.
  • Strong influencing skills with senior stakeholders and suppliers.
  • Ability to manage and resolve disputes diplomatically.
  • Excellent written and verbal communication for clear documentation and stakeholder engagement
  • Ability to analyse commercial data and performance against targets.


Desirable:

  • Familiarity with the specific industry or sector (e.g. Facilities Management and Security Category).
  • Background or training in commercial law or contract law.
  • Experience managing cross-functional projects or programs.
  • Experience leading or supporting organisational change initiatives.
