On behalf of the Bank of England, we are looking for a Strategic HR Business Partner - (INSIDE IR35) for a 6-month contract working on a hybrid basis and with an expectation of 3 days attendance in the London or Leeds office

This is a critical programme role responsible for the design, coherence and integrity of the Bank wide Skills Framework
You will act as the design authority for skills, working closely with the Skills Workstream Lead, Professions, Talent, Leadership & Management, and Technology partners to ensure skills are usable, consistent, inclusive and decision ready, not just conceptually sound
As a Strategic HR Business Partner - (INSIDE IR35), your main responsibilities will be:
- Skills framework ownership: Lead the design, evolution and quality assurance of a bank wide Skills Framework that is clear, human centred, scalable and fit for purpose.
- Clarity & usability: Translate complex organisational and professional capability into simple, consistent skill language, balancing enterprise coherence with professional specificity and avoiding duplication with job architecture.
- Integration & sequencing: Ensure skills integrate coherently with professions, talent pathways, leadership capability and workforce planning, informing direction rather than competing with parallel workstreams.
- Standards & governance: Define and uphold design standards, guardrails and decision principles, providing clear options, trade offs and recommendations to governance forums.
- Quality, inclusion & assurance: Ensure skills artefacts meet bank standards for inclusion, equity, ethics, data quality and auditability.
- Technology enablement: Work with Business Analysts, Technology and Oracle partners to ensure skills design is technically implementable and supports Dynamic Skills enablement and real world use.
- Stakeholder credibility & sustainability: Act as a trusted SME with senior leaders, clearly explain skills concepts, and build lasting capability through documentation, knowledge transfer and BAU readiness.
Essential:
- SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance
- HR & Talent Expertise: Skilled HR leader with broad experience across HR, talent, and L&D, underpinned by a strong understanding of how businesses operate.
- Skills-Based Organisations: Proven expertise in designing and delivering large-scale skills frameworks that support skills-based organisation models.
- Strategy Delivery: Hands-on experience building and implementing skills strategies that evolve with organisational needs.
- Analytical Thinking: Strong ability to assess complex requirements, evaluate trade-offs, and design evidence-based solutions.
- Simplifying Complexity: Exceptional at translating complex concepts into clear, human-centred skill language and compelling narratives.
- Stakeholder Engagement: Experienced in engaging senior stakeholders and governance forums, clearly presenting options, risks, and recommendations to drive understanding and adoption
Desirable:
- Experience integrating skills with talent management, workforce planning, professional or leadership frameworks, ideally within large, complex organisations.
- Familiarity with HR technology enablement, including skills data, Oracle or Dynamic Skills–based talent systems.
- Experience applying equity based, bias aware design principles to people frameworks, ideally in public sector, regulatory or similarly complex environments.
Please be aware that this role can only be worked within the UK and not Overseas.
