Description & Requirements

On behalf of The Department for Transport, we are looking for a People Transfer (TUPE) Manager (Inside IR35) Until 30th April 2026 contract-based in Hybrid - 3 days in Leeds or London (or any other DFT offices in the UK).

This role will lead the transfer process for staff moving from within the department to the newly formed DfT Operator (DFTO) — a key step in the transition to Great British Railways (GBR). The move marks a significant milestone in creating a more integrated, accountable, and passenger-focused railway, and this role will be central to ensuring a smooth and compliant transfer for affected employees.

 

Sitting within the HR function, the TUPE Manager will work across multiple teams and in close collaboration with senior stakeholders and teams in the transferring Groups as well as with Legal, Finance, TUs, DFTO and Cabinet Office.


You will be responsible for overseeing the end-to-end TUPE process from planning and consultation through to implementation, ensuring compliance, consistency, and a positive experience for all employees involved.


As a People Transfer (TUPE) Manager, your main responsibilities will be:


  • Manage the TUPE process of staff transferring to another organisation - ensuring a smooth experience for employees.
  • Ensure full compliance with employment legislation and internal policies and frameworks including the Cabinet Office Statement of Practice (COSoP).
  • Ensure every part of the process end to end is planned and delivered to the highest standard – including analysis, guidance, correspondence and data transfer.
  • Prepare and deliver presentations and information sessions on TUPE regulations and processes to management and staff.
  • Support the HR team and business colleagues in managing consultations, negotiations and communications with employees and Trade Unions.
  • Ensure all documentation is accurately prepared, maintained and delivered.
  • Work closely with managers, staff and stakeholders and cross-functionally, including with Legal, Finance, DFTO, Cabinet Office and wider HR colleagues.


Essential:


  • Previous experience in Managing TUPE process
  • Public Sector Experience
  • Stakeholder Management
