Description & Requirements

On behalf of The Ministry of Justice, we are looking for a Lead Delivery Manager (Inside IR35) for a 6 month contract working Hybrid in any UK MoJ office nationally (office location will be nearest MoJ hub).


The Ministry of Justice is seeking an experienced Lead Delivery Manager to stabilise and lead delivery across a large, complex digital delivery area within Prisons Digital.

This is a senior role operating above single-team level, leading a delivery management function comprising approximately 15 Delivery Managers and overseeing delivery across 50+ digital products. The successful candidate will be accountable for improving delivery confidence, governance and performance, while enabling teams to deliver value predictably and at pace.


As a Lead Delivery Manager , your main responsibilities will be to:

  • Lead and coordinate delivery across multiple digital products and teams, providing clear oversight and direction.
  • Build, lead and support a high performing Delivery Management function.
  • Work closely with senior Product Management to shape MVPs, prioritise backlogs and optimise value delivery.
  • Establish and report meaningful delivery metrics including throughput, cycle time, forecasting and quality measures.
  • Manage escalations and engage confidently with senior stakeholders across Digital and the wider organisation.
  • Own delivery governance, planning, risk management and continuous improvement.
  • Oversee supplier performance, contracts and budgets in partnership with Commercial and Finance colleagues.
  • Ensure effective delivery handover and transition to permanent civil service teams.


Essential:

  • Experience leading delivery across multiple teams or products in a digital environment.
  • Strong background in Agile and product aligned delivery.
  • Proven ability to stabilise or recover complex delivery environments.
  • Experience working with senior stakeholders and governance forums.
  • Public sector or large scale organisational experience is highly desirable.
