On behalf of The Home Office, we are looking for an Assistant Commercial Manager (SEO) (Inside IR35) 12 Month contract

Hybrid - 2 days per week in office & the rest WFH

Office locations - London, Croydon, Manchester or Liverpool.

Crossing the Border Technology Services Procurement

Crossing the Border (CtB) procurement is part of the Digital Services at the Border (DSAB) programme established in 2014 to replace legacy systems and to make the UK safer whilst also improving the flow of legitimate people, goods & services across the border. DSAB has delivered new strategic platforms developed using innovative technology. Crossing the Border services will be delivered by the DSAB programme and is due to go live in Q2 2024. It will be delivered via the Home Office Product Lifecycle Management (PLM) approach using agile processes and multi-disciplinary scrum teams operating by feature or product expertise and flexing to support delivery. 

SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.

As an Assistant Commercial Manager (SEO), your main responsibilities will be:

• Lead or support on the delivery of key procurement activities and provide commercial leadership or support for complex and strategic procurements and, that conform to the Home Office policies and assurance processes, and which comply fully with EU procurement law (in line with the Public Contract Regulations 2015). 
• Lead or support on the delivery of multi-supplier transition and exit activities and plan the seamless onboarding and mobilisation of new suppliers to deliver the next generation of services for the Home Office.
• Produce and deliver Contract Management Plans and procurement plans for goods and services to support the delivery of the Digital, Data and Technology - MBTP & HMPO programmes of work, working collaboratively with Commercial colleagues and the relevant Home Office business unit. 
• Develop a deep understanding of the Technology supply markets, categories and business context providing options and opportunities from a commercial perspective looking at aspects such as developing requirements, options analysis for routes to market, risks, benefits, and Social Value. 
• Build and maintain relationships with key internal and external stakeholders to develop a clear and agreed view on the needs of the business and target outcomes. 
• Work with Associated Commercial Specialists to develop strategic category or business focussed plans to address key commercial challenges, such as building commercial capability of contract managers or looking for synergies across the commercial portfolio that will deliver greater benefits or efficiencies. 
• Ensure that commercial risks are identified, understood, recorded, and managed at all stages of the procurement, and that ongoing risks are transferred seamlessly into contract management. 

Essential:

• Experience of delivering IT related procurements, whilst working as part of a wider commercial team
• Experience of delivering procurement and commercial best practice.  
• Experience of working with third party suppliers
• Excellent understanding of the full Commercial Lifecyle.
• Excellent organisational skills to manage competing priorities and deadlines. 
• Strong written and verbal communication skills.

Desirable:

• CIPS / tech or digital experience
• Awareness / experience of CCS Frameworks.
