Description & Requirements

On behalf of DCMS we are looking for a Procurement Business Partner (Inside IR35) until 31/03/2026 contract-based Hybrid - 3 days in London or Manchester.


As a Procurement Business Partner your main responsibilities will be:


  • Lead on procurements of varying complexity, sometimes against tight timelines in line with Public Procurement Regulations. Interacting with the relevant business areas (or ALB’s) on progress and requirements;
  • Support on other procurement operations concurrently when required. 
  • Provide professional procurement advice and assist the Head of Commercial Operations and Head of Procurement to provide a framework that enables the Business Areas to ensure the department meets any and all central government requirements, achieve best value and effectively manage risk for third-party goods and services;
  • Provide clear and concise commercial advice to seniors and external stakeholders, when required. 
  • Take personal responsibility; challenge and hold stakeholders to account, create an environment that acts as a catalyst for continuous improvement; help us to develop innovative commercial solutions to meet Departmental objectives and increase efficiency whilst operating with a high degree of technical competence;
  • Advise and undertake Contract Management activities, Assist with the implementation and embedding of supplier relationship management and Contract Management processes in the department;
  • Lead on implementing and drafting Memorandums of Understanding, licenses and other agreements as required.
  • Manage consistent commercial policies and procurement processes across the Department in line with Managing Public Money, supporting with policy and process improvements; input to and follow the governance/assurance protocols for procurements
  • As a member of the Commercial Function, be involved in Commercial Team activities, including improvement activities;


Essential:


  • Ability to identify and manage risk through commercial lifecycle.
  • Ability to challenge and hold stakeholders to account, leverage stakeholder relationship to create an environment that acts as a catalyst for continuous improvement and delivers value for money.
  • Be able to demonstrate experience of working with variety of stakeholders to deliver commercial outcomes.
  • Demonstrable public procurement experience (applying public procurement legislation) leading on multiple procurement strands that has helped deliver great value for money outcomes and great customer outcomes.
