On behalf of the Foreign, Commonwealth & Development Office (FCDO), we are looking for a Commercial Manager (Inside IR35) for a contract until 31st March 2026 based remotely (with ad-hoc attendance in London, Milton Keynes, East Kilbride as and when required)
The Foreign & Commonwealth Office (FCO) and the Department for International Development (DfID) merged on 1 September 2020 to form the Foreign, Commonwealth & Development Office (FCDO).

The role
- Lead procurement and commercial activity within the Learning and Development category
- Deliver commercial excellence and a customer-focused service across the department
- Act as the key commercial interface between the department and incumbent suppliers
- Report to the Head of Corporate Services and People Pillar leads
Role responsibilities
- Assess the existing commercial landscape and its impact on programme delivery
- Design and implement commercial approaches that deliver value for money and policy outcomes
- Lead end-to-end procurement activity, from requirements gathering and market research through to contract handover
- Plan and host market engagement activity to inform sourcing strategies
- Develop and deliver category-based commercial and procurement strategies
- Manage procurement processes in line with public sector regulations
- Lead supplier integration, managing relationships, performance and cost impacts
- Renegotiate existing contracts and assess options for contract termination
- Work with programme finance leads to understand financial impacts and benefits realisation
- Manage the impact of existing commercial financial models
- Proactively identify opportunities for innovation, efficiency, risk mitigation and added value
- Translate business needs into effective commercial solutions aligned to FCDO and HMG priorities
Essential
- Strong stakeholder management skills, including working in a matrix environment
- Ability to build effective relationships with internal and external stakeholders, including across HMG
- Public sector sourcing experience with a strong understanding of PCR15 and PA23
- Experience developing business cases
- Strong written and verbal communication skills
- Experience using e-sourcing tools such as Jaggaer or equivalent systems
Desirable
- Experience of contract and supplier management in a complex organisation
- Experience of renegotiating contracts and delivering commercial benefits
- Knowledge or experience of the Learning and Development or professional services category
- Experience working within central government or wider HMG
