On behalf of the Bank of England, we are looking for a Commercial Business Partner (Procurement) - (Inside IR35) for a 6 month contract working on a hybrid basis and with an expectation of 2 days per week in the London office

The Procurement Division is responsible for ensuring value-for-money for the Bank for approximately £300m of third party spend annually; and compliance with procurement policies and regulations when the Bank purchases goods, services and works. The sourcing team is responsible for undertaking the end-to-end procurement process across a broad range of categories to support all parts of the Bank, implementing category strategies and managing the future sourcing timeline; and is broadly organised into three business partnering teams, covering Technology, Property & Notes Production, and Corporate.
Job Summary:
The Bank of England is seeking a highly skilled and experienced Public Sector Procurement Specialist to lead the tender process for a managed IP telephony system. The successful candidate will be responsible for managing the entire procurement lifecycle, ensuring compliance with public sector regulations, and delivering a cost-effective and high-quality telephony solution. This could be via one procurement or a series of smaller strategic procurements.
As a Commercial Business Partner (Procurement) - (Inside IR35), your main responsibilities will be:
Market Analysis: Conduct market research to identify potential vendors with expertise in Teams Telephony and managed services. Analyse market trends and best practices to inform the tender process.
Tender Preparation: Develop a comprehensive tender pack outlining the requirements for the managed IP telephony system, call plans, call recording and meeting room support. Define evaluation criteria and scoring methodology for the procurement process.
Tender Management: Lead the end-to-end tender process for a managed IP telephony system, including preparation, publication, evaluation, and award, in accordance with the Bank's procurement policies and the relevant Procurement regulations (either Procurement Act 2023, or Public Contracts Regulations 2015, depending on route to market).
Stakeholder Engagement: Collaborate with internal stakeholders to understand requirements, develop specifications, and ensure alignment with organisational goals.
Supplier Management: Identify, evaluate, and negotiate with potential suppliers to secure the best value for the Bank.
Risk Management: Identify and mitigate risks associated with the procurement process.
Reporting: Provide regular updates and reports to senior management on the progress of the tender process.
Other responsibilities include:
Advising on the strategic direction of the technology category, by collaborating closely with internal colleagues to understand business area strategies and long-term requirements
Generating and analysing essential spend data, market insights, supplier reports and contract performance metrics to support business areas
Providing governance support to ensure compliance with the directions of the Commercial Oversight Group and other management boards
Liaising with professionals in Finance, Environment, Social and Governance, Technology, Cyber, Legal and other areas, aligning with savings targets and environmental measures, amongst other interactions
Supporting effective risk management by implementing risk controls to drive compliance to policy
Supporting the improvement of commercial proficiencies throughout the Bank, through consistent engagement and training
Driving sustainability in the category, by notably working closely with Subject Matter Specialists
Working with the Supplier Management team to ensure supplier and contract management best practice is implemented in line with the Bank’s framework
Minimum Experience:
- Experience of drafting complex tendering processes – clearly and succinctly.
- Significant experience of leading strategic sourcing activities in a public-sector organisation and through multiple routes to market (frameworks, FTS)
- Experienced and knowledgeable of existing procurement regulations and aware of the implications of the new procurement regulations
- Experience of working in a client-focused environment on whole project lifecycles
Clearance:
- SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.
Essential Skills:
- Public Sector & Sourcing Experience: Experience in public sector routes to market and sourcing telephony equipment.
- Commercial Team & Contract Management: Working within a commercial sourcing team and bringing new requirements under contract.
- Market Intelligence & Tender Development: Providing market intelligence and developing new tenders.
Desirable Criteria
- It would be advantageous to be MCIPS qualified, and have experience of programme management in the context of public-sector procurement
