Description & Requirements

On behalf of The Ministry of Justice, we are looking for a Business Analyst (Inside IR35) for a 3 month contract based REMOTELY.


We’re hiring a Senior Business Analyst to support a high-profile digital transformation programme within a government department. You’ll work in a multi-disciplinary delivery team, reporting into a Principal Business Analyst and help shape services that meet user needs, improve efficiency, and support strategic goals.

You’ll contribute to business analysis across a jurisdiction of products and services, ensuring delivery teams are supported with the right insights and modelling. You’ll help inform decisions made by the Lead Business Analyst and senior stakeholders, presenting clear, evidence-based recommendations.

This role requires creativity, sound judgement and strong interpersonal skills to tackle complex problems where precedent may be limited. You’ll collaborate across grades to resolve issues and determine the most effective business modelling approaches.


As a Senior Business Analyst your main responsibilities will be to:

  • Lead business analysis across multiple products and services within a defined jurisdiction.
  • Define complex problems and collaborate with service teams to formulate hypotheses and test them during design phases.
  • Contribute to shaping the strategic direction of business analysis within your area, ensuring alignment with wider programme goals.
  • Write and prioritise user stories, support business case development and contribute to service improvement.
  • Analyse data to define success metrics and monitor service performance.
  • Engage with stakeholders at all levels to understand business processes, policy objectives and constraints, including those in challenging or sensitive environments.
  • Collaborate with Product Managers, User Researchers, Service Designers and Technical Architects.
  • Engage with a range of users, including those in vulnerable or challenging settings.
  • Contribute to the Business Analysis Community of Practice and User-Centred Design Centre of Excellence.


Essential:

  • Proven experience as a Senior Business Analyst in agile, digital delivery environments.
  • Extensive experience of applying business analysis principles, tools, techniques and modelling.
  • Strong stakeholder engagement and communication skills including with senior leaders.
  • Experience working in government or public sector settings (HMCTS or justice domain desirable).
  • Comfortable working with qualitative and quantitative data to support decision-making.
  • Experience working with cross-functional teams including Product Managers, User Researchers and Service Designers.
  • Awareness of GDS standards and user-centred design principles.
  • Ability to identify risks, issues, assumptions and dependencies across service areas.


Desirable:

  • Experience working with vulnerable users or in sensitive contexts
  • Familiarity with justice systems, courts, or legal tech
  • Contributions to BA communities of practice or service design initiatives
  • Understanding of the social and technological context for government services.
