Description & Requirements

On behalf of Crown Commercial Services (CCS), we are looking for a Commercial Officer (Inside IR35) for a 12 month contract on a hybrid basis (2-3 days from any local hub – Norwich or Liverpool preferred)

The role:

The Commercial Officer will support the delivery, management, and growth of Commercial Agreements that deliver value for money, improved service quality, and measurable commercial benefits. The postholder will work closely with customers, suppliers, and internal teams to ensure effective management of procurement activities, supplier relationships, and contract lifecycles, while driving adoption and optimisation of Commercial Agreements.

 

As a Commercial Officer, your main responsibilities will be: 

  • Implement initiatives to retain and grow spend through Commercial Agreements, delivering savings, value, and improved service quality.
  • Engage with customers to understand their business needs and identify opportunities for alignment with the organisation’s product and service portfolio.
  • Create clear and compelling business cases to encourage customers to adopt Commercial Agreements.
  • Execute and support customer engagement plans, collaborating with internal teams to drive retention and growth of spend.
  • Manage Commercial Agreements through the full lifecycle, from launch through to expiry or replacement.
  • Manage and support procurement and sourcing projects, ensuring timely delivery and high quality, including: 
    • Preparing and delivering supplier and customer meetings.
    • Responding to day-to-day supplier and customer enquiries.
    • Maintaining performance logs and risk registers.
  • Undertake supplier management, including: 
    • Developing supplier plans for growth.
    • Conducting supplier reviews of sales, compliance, and KPIs.
    • Identifying opportunities for cost reduction and risk management.
    • Ensuring timely provision of management information.
  • Work collaboratively with suppliers, customers, and colleagues to identify, implement, and report commercial benefits (e.g., savings).
  • Support the preparation of procurement documentation such as specifications, award criteria, and pricing models for new or renewed Commercial Agreements.
  • Develop and maintain a strong understanding of Commercial Agreements to provide insight and advice to colleagues, suppliers, and customers.

 

Essential: 

  • Experience of working in a procurement, commercial, or contract management environment.
  • Understanding of the commercial lifecycle, including contract management and supplier management.
  • Strong stakeholder engagement skills with the ability to build and maintain effective relationships.
  • Evidence of delivering commercial benefits, savings, or value for money.
  • Strong organisational and time management skills with the ability to manage multiple tasks.
  • Good written and verbal communication skills, with the ability to produce compelling business cases.
  • Analytical skills with the ability to interpret data and performance metrics.

 

Desirable: 

  • Professional procurement/commercial qualification (e.g., CIPS or equivalent).
  • Experience of managing Commercial Agreements in the public or private sector.
  • Knowledge of procurement regulations, frameworks, and supplier management practices.
  • Track record of supporting procurement projects and delivering successful outcomes.
  • Experience in driving customer adoption of commercial products or agreements.
