On behalf of The Home Office, we are looking for a Programme Manager (Inside IR35) for a contract which runs up to the end of March 2027 which is a hybrid role so does require up to 2 days a month in the Liverpool office

The LTER programme is the largest technology change at DBS in a decade, and it requires robust leadership and support, extensive expertise and excellent supplier management. The LTER programme of work has been established to ensure successful delivery, and transition to, a new set of Software as a Service (SaaS) applications alongside delivery and transition to other technology deliverables previously being implemented via the Technology 2025 programme which are required by the contract end date. These deliverables have now been added into the overall scope of work required to support all aspects of the next generation technology landscape to ensure all aspects of dependant delivery have oversight from a single source. The Programme Manager will support the Programme Director to deliver the objectives of the programme. This will provide resilience for the programme director and mitigate against a single point of failure. It is essential that they understand the complexities of the DBS technology and commercial estate and understand the DBS, Home Office and Cabinet Office governance to navigate the relevant documentation through for approval and programme delivery. The Programme Manager will also be responsible for supplier management of third parties as they are onboarded following procurement, which is an essential part of the programme.
SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.
As a Programme Manager, your main responsibilities will be:
- Managing the delivery of a large transformational programme of work.
- Working in partnership with stakeholders at all levels across the business
- Managing multiple suppliers in relation to change, service and system integration
- Working with junior members of staff in a mentoring capacity
- Managing the delivery of a number of key implementation streams, SF/CRM case management, SaaS to enable matching/entity resolution, Data ETL/Mapping migration
- Working to both tight deadlines and timescales
Essential Skills
- Extensive experience at programme management
- Managing a wide range of both internal and external stakeholders
- Worked with multiple suppliers with change, service and system integration
- Experience in cross supplier RAID management & control particularly with data migration and transformation on large programmes
- Delivering via agile methodology and a hybrid approach
- Experience of mentoring junior members of staff
- Strong self starter with a proactive to all duties
Qualifications
- Agile, CRM skillset is beneficial for this role
