Description & Requirements

On behalf of Homes England, we are looking for a Procurement Manager (Inside IR35) for a contract up to March 2026 (poss extension) based remotely (attendance in Newcastle, Liverpool, Leeds, Birmingham as and when required)

About the Role:

You will provide hands-on support to the Senior Category Manager – Professional Services across all stages of framework procurement. The role involves shaping procurement strategies, coordinating stakeholder engagement, preparing tender and governance documentation, and supporting evaluation activities.

This is a great opportunity for someone with strong public-sector procurement experience who wants to influence high-value, complex procurements that directly support Homes England’s mission.

 

Key Responsibilities:

  • Support the re-procurement of one or more technical and professional services frameworks.
  • Lead procurement planning activity, including development of compliant procurement timetables in line with the Procurement Act 2023.
  • Develop procurement strategies, including conducting internal and external consultations and facilitating working groups or workshops with framework users.
  • Produce tender documentation such as the Procurement Specific Questionnaire and Invitation to Tender.
  • Liaise with internal legal colleagues to support drafting of the Framework Agreement.
  • Prepare governance submissions for internal approval boards and the Cabinet Office; engage with Crown Commercial Service on justification cases.
  • Support tender evaluation, including moderating assessment panels and drafting standstill letters.
  • Contribute to wider Commercial team activity as required.
  • Demonstrate flexibility in undertaking duties aligned with the nature and level of the role.

 

Essential:

  • Good general education.
  • Membership of MCIPS (or equivalent) or actively working towards it.
  • Broad public-sector procurement experience.
  • Experience of managing complex, high-value procurements—ideally including framework procurements.
  • Strong knowledge of procurement processes: planning, pre-market engagement, tender preparation, governance documentation, and evaluation support.
  • Working knowledge of the Procurement Act 2023 and Public Contracts Regulations 2015.
  • Proficiency in Microsoft Word, Excel, PowerPoint, and e-tendering systems (Proactis preferred).

 

Desirable:

  • Experience procuring within the professional services category.
  • Experience in property, regeneration, or housing sectors.
