Description & Requirements

On behalf of The Ministry of Justice, we are looking for a Commercial Manager - (Inside IR35) for a 6 - month contract working on a hybrid basis and with an expectation of 3 days per week in the Leeds or London office


The Ministry of Justice (MoJ) priorities include improving public safety and reducing reoffending by reforming prisons, probation and youth justice, and building a justice system which makes access to justice swifter and more certain for all citizens whatever their background. Project professionals in the MoJ help to improve the government’s ability to protect the public and reduce reoffending, and to provide a more effective, transparent and responsive criminal justice system for victims and the public.


As a Commercial Manager - (Inside IR35) , your main responsibilities will be:


  • End to end sourcing activity: under both PCR2015 and PA23 including:
  • Supporting OBC and FBC process
  • Managing internal governance and Cabinet Office approvals as required
  • Requirements definition and validation
  • Strategy development
  • Market engagement 
  • Producing ITTs (including specification, technical and financial evaluation and contract drafting)
  • Managing evaluation processes and upskilling stakeholders accordingly.
  • Procurement Strategy Development: Utilize business acumen and market insight to drive continuous improvement, value for money, and savings
  • Commercial Contract Management: Handle contract variations, change control, and lead dispute resolution processes.
  • Category Management Support: Assist the Senior Commercial Manager in developing procedures, tools, and ways of working to meet team, commercial, and MoJ priorities.
  • Compliance and Governance: Ensure adherence to governance, legislative, and policy requirements, and manage the commercial pipeline and data systems.
  • Stakeholder Support: Provide commercial guidance to stakeholders, ensuring objectives are met through best practices and continuous improvement.
  • Data and Systems ManagementAnalyse supplier and contract spend data, manage electronic sourcing systems, and maintain accurate contract records.


Essential:

  • Procurement Expertise: Experience in leading procurements in regulated environments, with strong knowledge of public sector procurement principles and legislation (PCR2015, PA23).
  • Commercial and Communication Skills: Strong commercial acumen, evidence-based decision making, and excellent written and verbal communication skills for advising senior leaders.
  • Risk and Stakeholder ManagementPractical knowledge of risk management and mitigation techniques, ability to manage multiple demands, and experience in producing or advising on business cases (OBC, FBC).


Desirable:

  • CIPs
  • Experience of using Jaggaer 
  • Ability to apply judgement to make quick and effective decisions
