Description & Requirements


On behalf of The Ministry of Justice, we are looking for an APOM Inside IR35  for a 6 months  contract based In Yorkshire  4 days a week  in Leeds & HMP Wakefield and one day from home 


The Ministry of Justice (MoJ) priorities include improving public safety and reducing reoffending by reforming prisons, probation and youth justice, and building a justice system which makes access to justice swifter and more certain for all citizens whatever their background. Project professionals in the MoJ help to improve the government’s ability to protect the public and reduce reoffending, and to provide a more effective, transparent and responsive criminal justice system for victims and the public


CTC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance. 


As a APOM your main responsibilities will be to:

  • Oversee day‑to‑day FM delivery across a multi‑site prison estate, including attending site visits (typically twice weekly), engaging with governance, site teams, and managers, and holding structured weekly review meetings with Site Managers.
  • Manage contract performance and compliance across hard and soft FM services, ensuring statutory and mandatory requirements are met in line with SLAs, KPIs, and prison safety and security standards.
  • Act as the key liaison between establishment, customer, and supply chain, maintaining strong relationships, managing escalations, handling issues and risks, and serving as a trusted point of contact when problems arise.
  • Control financial and commercial performance, including budget management, monitoring high‑value and multiple concurrent projects, validating value delivery, and ensuring effective supply chain and contract management.
  • Provide governance, reporting, and administrative oversight, including correspondence with central office teams, maintaining KPI workbooks, monitoring performance data, and ensuring accurate documentation and audit readiness under pressure.


Essential:

  • Comprehensive experience across hard and soft FM services, including oversight of facilities maintenance, planned and reactive works, and performance management across multi‑site estates.
  • Proven supply chain and supplier management experience
  • Strong compliance expertise, with demonstrable experience managing statutory and mandatory requirements across regulated environments
  • Excellent stakeholder engagement
