Description & Requirements

On behalf of The Ministry of Justice - HMCTS, we are looking for a Technical Business Analyst (Inside IR35) for a 6 month contract. This is a hybrid working role (travel required on an ad-hoc basis).


The Ministry of Justice (MoJ) priorities include improving public safety and reducing reoffending by reforming prisons, probation and youth justice, and building a justice system which makes access to justice swifter and more certain for all citizens whatever their background. Project professionals in the MoJ help to improve the government’s ability to protect the public and reduce reoffending, and to provide a more effective, transparent and responsive criminal justice system for victims and the public.


Role Purpose


The Enforcement Improvement Programme (EIP) is delivering four interdependent areas of change through a single integrated programme:


  • Direct Opal change beyond Release 1
  • Opal Optimisation
  • Common Platform (Enforcement)
  • Single Bank Account


The programme is in its Foundation / SOBC phase and must establish clear baselines, scope boundaries, dependencies, delivery routes, and credible options. A dedicated Technical Business Analyst is required to convert currently high‑level strategic direction into structured, evidence‑based analysis that enables informed decision‑making, supports business case development, and underpins costed delivery scenarios.


This role provides specialist capability that cannot be met through existing resources, whose focus is mobilisation, governance, operational input, and business case coordination.


As a Technical Business Analyst, your main responsibilities will be to:


  • Define and document detailed business and technical requirements across Opal, Common Platform and Single Bank Account workstreams.
  • Conduct structured analysis to distinguish between core EIP scope, quick wins, linked activity and BAU/service-led improvements.
  • Translate service and operational needs into traceable, prioritised, testable requirements.
  • Produce high‑quality ‘As Is’ and ‘To Be’ process maps, including business process flows, data flows and technical interfaces.
  • Map system, data and payment flow dependencies across Opal, Common Platform and Single Bank Account.
  • Validate and document quick win requirements, including backlog analysis, boundary testing and assumption validation.
  • Support triage of what belongs in core EIP scope versus quick wins, service-led improvements or dependent programmes.


Essential:


  • Proven experience delivering complex digital business analysis within multi‑system or multi‑programme environments.
  • Demonstrated capability in process mapping, requirements definition, technical interface analysis, and cross-system dependency mapping.
  • Experience working on major government, justice or enterprise‑scale transformation programmes (highly desirable).
  • Ability to operate in ambiguous, early‑phase programme environments and convert high‑level strategy into structured, actionable analysis.
  • Strong stakeholder engagement and communication skills across technical and non-technical audiences.
  • Understanding of cost modelling inputs, sequencing and modular delivery approaches within SOBC/BC processes.
  • Expertise with standard BA tools (e.g., BPMN, process modelling tools, backlog management platforms).
