On behalf of Government Legal Department, we are looking for a Strategic Workforce Planner - (Inside IR35) for a 8-month contract working on a hybrid basis and with an expectation of 3 days attendance in one of the following: London, Manchester, Leeds, Croydon, Bristol offices

The People Development Team within the HR Division works to deliver to ensure GLD has the people and capabilities it needs both for now and the future.
We do this by providing L&D, careers and talent opportunities, interventions, engagement, advice and support to enable GLD to deliver on its strategy, purpose and vision.
We now need to build and improve our approach to strategic workforce planning, as well as building our corporate capability to undertake this activity.
This is an exciting opportunity to build our strategic work force plan and lead the capability building required for GLD to be an exemplar in its approach to strategically plan the workforce it requires. This is a standalone role where you will work as part of a highly committed people Development Team and influence and lead more widely across GLD. Reporting to the Head of People Development you will lead the creation of SWP’s and identifying and resolving skills gaps to ensure that GLD has the workforce that it needs to meet its future goals, in alignment with strategic business plans]. You can have influence over the GLD’s workforce in a time of ever-changing demand. A key part of this role is to build GLD’s corporate understanding of exemplary SWFP building approaches, to upskill colleagues both within and outside of HR and to deliver a credible SWFP that meets the approval of our senior leaders.
As a Strategic Workforce Planner - (Inside IR35), your main responsibilities will be:
- Positively engage with senior stakeholders, including colleagues both within and outside of HR. Understand organisational priorities, develop workforce data and communicate key conclusions.
- Gather an expert understanding of the interactions between SWP and other functions and professions, to aid professional development and to meet common priorities such as the alignment of workforce plans to our GLD 2030 business strategy.
- Scope, design and implement regular strategic workforce plans, by identifying training and skills requirements and interpreting abstract HR concept. Take ownership of the strategic workforce narrative across the department.
- Produce and maintain a set of in-house instructions (Tools and Guidance) for Workforce Planning in line with the annual business planning cycle.
- Proactively anticipate and plan for long term workforce needs to support recruitment and L&D strategies and to make use of financial resources.
- Be an empowering leader of colleagues not in your immediate chain of command by influencing across GLD and securing commitment and engagement to SWFP activities.
- Driven by evidence, you will work with colleagues to derive insight from multiple data sources and distil complex data sets into accessible formats for improved stakeholder understanding. Call for high quality data to support the executive board in decision making and to ultimately enable the formation of SWP’s that deliver the GLD’s 2030 Business Strategy.
- Accurately capture, forecast and plan capability needs. Identify the capacity and capability of the future workforce by keeping abreast of developments in the legal profession within Government. Provide expert advice to deliver transformational change and meet key GLD objectives.
- Ensure that SWP’s are accurate, timely, accessible and in line with government guidelines. Keep well informed on cross government initiatives, to ensure that the objectives of the GLD align to those of the CS.
- Providing thought leadership on future workforce challenges, including future proofing existing activity against the ‘future of work’ agenda.
- Produce reports and formal commissions, outlining meaningful trends, to support improved decision making and to encourage senior leaders to take ownership of inputs to People MI.
- Maintain a deep network across your organisation and within the Civil Service to ensure that GLD is following best practice in its approach to SWF Planning.
- Embed a new SWP approach, setting direction and updating practice and guidance to build SWP capability across the GLD, improving alignment and building maturity
Essential:
- Experience of building a strategic workforce plan
- Experience of building capability within an organisation
- Stakeholder engagement experience
- Excel to advanced level
Desirable:
- Public Sector experience
- CIPD
- Microsoft Office
