On behalf of the Cabinet Office, we are looking for a Senior Evaluations Advisor - Inside IR35 for a 6 month contract based Hybrid working (remote with occasional travel to London, Plymouth and Liverpool offices)

About the role:
As a senior evaluation adviser, you’ll work within ‘accelerators’. An accelerator is a multidisciplinary blended team bringing together colleagues from local government, central government and the wider public sector to work on a place-based project to prototype solutions to complex policy issues. Examples of some of the accelerators in our portfolio include ‘violence against women and girls’ in Islington, ‘special educational needs and disabilities’ in Nottingham and Sandwell, ‘economic inactivity’ in Wakefield, and ‘neighbourhood health’ in Plymouth and Liverpool. You’ll be responsible for embedding evaluation and monitoring into the accelerator’s work. At the same time, you’ll also be developing guidance with fellow evaluation advisers on good practice for adaptive evaluation that will support the overarching ‘Test, Learn and Grow’ programme and influence the wider public sector evaluation landscape.
This role is mapped to the Senior Digital Evaluator role in the Government Digital and Data framework, though we would expect candidates to be able to apply their skills to digital and non-digital projects. This role will require travel within the UK to work closely with local partners. This role is eligible for a DDaT allowance, the value of which will depend on an assessment of your skills and experience, as demonstrated at interview.
The main duties and responsibilities of the Senior Evaluations Advisor would be to:
- Embed robust evaluation and monitoring frameworks within place-based accelerator programmes, ensuring alignment with the Test, Learn and Grow (TL&G) approach.
- Co-design theories of change and adaptive evaluation plans with central government, local authority and wider public sector stakeholders.
- Lead and coordinate evaluation activity across multidisciplinary teams, working closely with analysts, user researchers, product, strategy and operational colleagues.
- Design, collect and analyse quantitative and qualitative data to generate evidence-based insights on complex policy interventions.
- Provide quality assurance for evaluation outputs, including methodologies, data collection processes and analytical approaches used by other evaluators.
- Translate complex analytical findings into clear, compelling and actionable insights, delivering strategic recommendations to senior decision-makers.
- Ensure compliance with data ethics, privacy and information governance standards, while contributing evidence to inform TL&G programme strategy, priorities and continuous learning, including collaboration with the independent evaluation partner (GO-Lab).
Essential:
- Strong background in digital, data, technology or analytical disciplines, with the ability to apply evaluation skills to both digital and non-digital initiatives.
- Demonstrable experience working in agile, iterative delivery environments and adapting evaluation approaches in live policy contexts.
- Proven expertise in data analysis, monitoring and evaluation, including the use of mixed-methods approaches.
- Experience of working effectively within multidisciplinary teams across organisational boundaries.
- Ability to communicate complex technical and analytical concepts clearly to non-technical stakeholders at varying levels of seniority.
- Strong capability in establishing and maintaining data monitoring frameworks to track outcomes, impact and learning over time.
- Practical experience using collaboration and delivery tools such as Confluence, Jira and Slack (or equivalent).
