On behalf of the MOD, we are looking for a Senior Contract Manager - (Inside IR35) for a 12-month contract working on a hybrid basis and with an expectation of between 1 - 2 days attendance in the London office
The Ministry of Defence (MOD) is a central government department with a mission to protect our country and provide the ultimate guarantee of its security and independence, as well as helping to protect its values and interests abroad.

To do this the MOD has an annual budget of almost £53 billion and a workforce comprising 197,000 people. of which 54,000 are civilians working for the UK MOD.
The work really matters; the MOD offers a range of engaging roles which have a direct impact on the quality of services they provide, in many locations across the UK. We support teams working in HR, Primary Health Care, Corporate Services, and many others.
CSM is a multi-year transformation initiative, cementing MoD’s ambition and providing its response to the Government Shared Services Strategy. It is a digitally enabled Transformation Portfolio, bringing together multiple programmes of work under one umbrella and introducing its target solution, a single software as a solution instance.
The aims of the Portfolio include:
- Simplifying and standardising policies, processes and data
- Reducing MoD’s reliance on numerous complex legacy systems and tolls, lessening service disruption risks and on-premises system maintenance costs
- Transitioning services to a consolidated Cloud based Enterprise Resource Planning, Enterprise Performance Management and Human Capital Management systems
- Establishing a more efficient and sustainable model for operating MoD’s future shared services
- Taking advantages of the latest opportunities to adopt automation and artificial intelligence
- Putting the customer first, leverage value from investments in technology, and streamline the end-to-end experience.
Integral to this is the provision of external assistance in the form of Delivery Partner (s) to support driving this forward.
This role is pivotal to develop and deliver effective contract management in the management of CSM Delivery Partner (s) that will be procured to effectively support the successful delivery of the Portfolio.
Key aspects of the role include:
- Ensuring effective partnership and collaborative working through the life of the contract (s)
- Effective monitoring of the statement of requirement deliverables in line with an agreed sequenced delivery plan
- Developing and managing an effective change control process that effectively managers external resource and works with the Portfolio governance.
- Driving effective delivery and payment management
- Handling of any disputes that may arise to an effective outcome.
- Developing and managing effective exit, transition and knowledge management
As a Senior Contract Manager - (Inside IR35), your main responsibilities will be:
- Proven track record of leading and delivering effective contract management in large-scale end-to-end service delivery programmes
- Experience of working across a diverse and complex operating model in the development and implementation of effective contract management strategies, plans and change management approaches
- Highly motivated individual with a proven track record of delivery and stakeholder management in a complex environment
- A flexible approach, capable of managing uncertainty, adapting to changing priorities and providing direction to others to overcome ambiguity
- A great listener with excellent communication skills (written, verbal and presentational), ability to adapt communication style, language to fit the needs of the audience
- Analytical skills to be able to review and condense data sets into clear visual dashboards with appropriate analysis to enable effective decision making

Essential
- SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance
- Minimum of 5 years’ experience of contract management activity on a large-scale complex or high-risk programme or portfolio
- Experience of building positive relationships across diverse stakeholder groups; able to understand and manage multiple perspectives, build consensus and influence stakeholders.
- Experience of working in the public sector procurement regulations
- Highly positive and outgoing team player
Desirable
- Member of Chartered Institute of Purchasing and Supply (CIPS) – Minimum Level 4 or the provision of evidence to show that you are working towards it.
- Recognised Contract Management qualification
- Experience of using Jira
