On behalf of The Ministry of Justice - HMCTS, we are looking for a Programme Office Support (Inside IR35) for a contract until September 2026. This is a hybrid working role (two days per week office based - UK Wide).
The Ministry of Justice (MoJ) priorities include improving public safety and reducing reoffending by reforming prisons, probation and youth justice, and building a justice system which makes access to justice swifter and more certain for all citizens whatever their background. Project professionals in the MoJ help to improve the government’s ability to protect the public and reduce reoffending, and to provide a more effective, transparent and responsive criminal justice system for victims and the public.
As a Programme Office Support, your main responsibilities will be to:
- Establish and manage programme processes and standards for managing risks and issues. Provide assurance to the Head of PMO on the effectiveness of risk and issue management arrangements.
- Support the Head of PMO in the programme start-up and development of programme initiation documents and Business Cases with input from specialists as necessary.
- Offer guidance to programme team and SPMs on appropriate tools and techniques for managing communications and stakeholder relationships.
- Ensure programme/project processes and standards for managing risks and issues are in place. Provide assurance to the Head of PMO on the effectiveness of Risk and Issue management arrangements.
- Support the Head of PMO to ensure appropriate governance is in place and arrange external reviews e.g. Keyholder Reviews and Gateway Reviews at appropriate points in the project lifecycle. Monitor the effectiveness of controls and ensure that recommendations from external reviews and boards are reported and acted upon.
- Support Head of PMO in monitoring the programme budget and the delivery of Business Case benefits and outcomes.
- Support protocols to change the scope of projects and/or programme and update configuration documents as required.
- Compilation and timely delivery of complete and accurate reports, briefing, presentations and papers to Programme Director, Programme Manager, SPMs and wider Portfolio
Essential:
- Previous experience within a portfolio or programme management office
- Set up of a PMO function for a programme
- Experience of PPM tools and best practice
- An understanding of programme management offices and their services, (e.g. risk management, briefing and reporting and change control).
- Ability to be innovative, learn and share good practise in a fast-paced, changing environment.
- Experience of written communication to a range of audiences at all levels
- A strong communicator, able to communicate messages clearly to a range of audiences at all levels.
- The ability to build productive working relationships quickly and to engender confidence with the projects.
Desirable:
- Previous experience in the public sector
- Previous experience working on a major programme
- Line management of a small team
