Description & Requirements

On behalf of Network Rail, we are looking for a Programme Commercial Manager - (INSIDE IR35) for a 6 months contract working on a hybrid basis and with an expectation of 3 days per week in either London, Kings Cross or York and 2 days working remotely

As a Programme Commercial Manager - (INSIDE IR35), your main responsibilities will be:

  • Commercial Management: Oversee all commercial management work and agree on contract strategies with the Programme Director.
  • Commercial and Procurement Strategies: Develop and implement robust commercial and procurement strategies, including work packaging and cost management plans.
  • Dispute Resolution: Lead the resolution of legal and commercial disputes in collaboration with functional commercial management and the Programme Director.
  • Financial Reporting and Compliance: Ensure financial and commercial reports are clear and accurate, investigate financial variances, and maintain compliance with investment regulations.
  • Continuous Improvement: Monitor, review, and improve financial and commercial strategies, ensuring appropriate financial budgets and authority are in place.
  • Resource and Support ManagementManage the deployment of commercial resources, establish control and audit regimes, and mobilize estimating and risk management support as needed.


Essential

  • Extensive railway and construction industry experience: Knowledge of contract conditions, commercial contract management, estimating, and dispute resolution.
  • Strong leadership and networking skills: Experienced in staff management, negotiation, coaching, and building internal and external networks.
  • Educational and professional qualifications: Degree level education or equivalent, with relevant professional qualifications.



Desirable:

  • Experience of the management and review of contractor’s interim and final accounts
