Description & Requirements

On behalf of The Home Office, we are looking for a Procurement Manager Inside IR35 for a 6 month contract working on a Hybrid basis (Remote with occasional ad hoc travel for key meetings)

PLEASE NOTE:

SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance


The main duties and responsibilities of the Procurement Manager would be to:

  • To support the G7 Commercial Lead on all aspects of the procurement from pre – procurement, through to contract award, including all procurement activities and governance.
  • Activities to include
  • Development of procurement strategies, including setting out the timetable of procurement activities and drafting the procurement strategy
  • Delivery of market analysis and market engagement activity to inform the development of the above strategies and plans.
  • Provide options analysis, setting out the risks and opportunities for the options.
  • Develop, review and keep up to date a risk register of procurement and delivery risks relating to the procurement.
  • Develop invitation to tender documentation, including statement of requirements, guide to bidders, tender evaluation strategies and methodology. Also drafting contracts, including contract schedules.
  • Draft transparency notices applicable to the relevant regulations i.e PCR’ 15 and Procurement Act ’23.
  • Support the development of business cases, presenting commercial options to business stakeholders and presenting commercial cases for approval at governance boards.
  • Increasing market knowledge relevant to the procurements to obtain credible insights into current market capabilities, innovations and future market developments.
  • Support delivery of the procurement processes, including supplier negotiations (where appropriate) in a timely and compliant manner.
  • Support commercial due diligence prior to contract award.
  • Support the execution of the contract in readiness for contract signature.
  • Successfully hand contracts to the Maritime Contract Management Team for ongoing commercial management.
  • Keep data and procurement systems (Jagger) up to date.


Essential:

  • Demonstrable procurement skills with 2+ years’ experience working in the public sector.
  • Experience of developing procurement strategies to identify compliant procurement opportunities and routes to market
  • Experience of leading procurements, including further competitions from the Government Commercial Agency (formerly Crown Commercial Service (CCS)) framework agreements, and Dynamic Purchasing Systems.
  • Experience of Market Engagement Activities, including events, development of questions and analysis of information to inform procurement strategies.
  • Experience of working in multi-disciplined project teams with strong communication skills to influence and persuade stakeholders in relation to compliant routes to market and tender documentation.
  • Experience of drafting invitation to tender documentation, contracts for contract award and managing procurement activity through e-sourcing platforms (i.e Jaggaer or similar).


Desirable:

  • Previous Maritime experience
